The mission of the Department of Rural and Community Development is to promote rural and community development and to support vibrant, inclusive and sustainable communities throughout Ireland. The Department has 210 staff mainly located in the Dublin and Ballina offices with a number of regionally located posts. It has a gross budget of €428 million in 2023 – comprising €197 million in current funding and €231 million in capital funding.

The Corporate Affairs and Strategic Development Division supports the Department deliver on its mandate, including progressing work streams under Project Ireland 2040 and the implementation of recommendations arising from the Department’s recent Organisational Capability Review.  It is also responsible for optimising the Department’s contribution to a number of cross cutting priority Government objectives, including climate action.

Reporting to the Secretary General, the Head of Corporate Affairs and Strategic Development Division will have responsibility for Strategic Policy Development, Research and Evaluation, Communications, Human Resources, Finance, Corporate Support Services, Digital Transformation and for supporting Project Delivery.

 

The successful candidate will have:

  • A proven record of achievement at senior level that demonstrates the necessary vision, leadership and management skills.
  • a strong track record of leadership in governance, strategy development, HR and financial management roles, project delivery and with a proven high level of management and organisational skills;
  • The capacity to contribute strategically to the overall leadership and future development of the Department;
  • Proven skills in effectively developing and maintaining key internal relationships to ensure delivery of business outcomes.

This is a Top Level Appointments Committee (TLAC) position.
