Our lending changes lives. So you’ll help us take our social projects to the next level.

Do you have extensive experience as a leader in substantial international public or private sector organisations? Are you well versed in project lending and programme management, ideally with an IFI? Then you can enjoy real impact on the preparation and appraisal of new projects financed by the CEB: a pan-European bank with a unique and vital social mandate.

Bringing together 42 member countries, the CEB finances and responds to emergency situations and actively enhances the living conditions of the most disadvantaged groups. Strengthening social cohesion and building thriving communities in Europe, we drive inclusive growth, bolster economic sustainability – and create exceptional careers.

Taking ownership of our Technical Assessment & Monitoring Directorate, you will strengthen the quality and scale up the benefits of our lending. Reporting directly to the Governor as a member of our senior management team, you will lead around 30 professionals as you translate our Strategic Framework into clear and actionable goals for your Directorate and its Divisions. In particular, you will actively oversee the appraisal of potential new projects, lead the analysis of structural, country and regional issues, and drive continuous improvement in processes whilst providing expert advice to the Governor and other key stakeholders.

To join us in this exceptionally influential position, you should bring:

  • A good degree in a relevant discipline such as engineering, social studies, procurement, finance, economics or business administration, ideally backed by a master’s or MBA.
  • Successful senior-level leadership and people management experience.
  • Expert knowledge of the sectoral, technical, environmental, social and procurement aspects of project lending.
  • Broad awareness of the structures and social issues in the countries to which we lend.
  • A highly analytical and strategic mindset, giving you the ability to translate concepts and policy into concrete proposals.
  • Superb relationship building and influencing skills.
  • Full fluency in either English or French, backed by a working knowledge of the other language.

In return, you can expect an excellent tax-free salary and a comprehensive package of benefits, including a contributory pension plan, medical and personal insurance and, depending on your personal situation, family allowances as well as reimbursement of relocation expenses.

Applications should be made in English or French using the Council of Europe Development Bank online application system at https://ceb.profils.org before the deadline of 28 February 2023, midnight Paris time.
