Job Description

We are looking to hire a dynamic Head of Physical Security. This is a critical role as part of the central operations senior leadership team. Ultimately, the role holder will ensure that the Bank has the right physical security controls in place to reflect current threats and safeguard Bank people, assets, information, and the reputation of the organisation.

The role also oversees the regulation and compliance regime of the physical security of the UK Note Circulation Scheme and associated supply chain. In addition, the role holder will represent the Bank internationally within the central bank security community, where the Bank maintains a reputation as best in its class for protective security. The role also requires regular liaison with law enforcement.

To ensure success as the Head of Physical Security you should have broad, in-depth experience of personnel and physical security leadership and a good understanding of technical and cyber security issues in order to manage the physical security of the Bank estate. The role holder will be expected to understand technical security, industry, UK Government and central bank policy, best practice, and thinking. They will have a level of knowledge sufficient to direct and lead a team of technical experts in physical security.

The role holder typically deals with other central banks, UK Government Departments (Cabinet Office and HM Treasury), and some UK banks and other UK financial institutions. It is, therefore, necessary for the role holder to understand how these organisations work, their structure, scope of responsibility and understand current issues and trends.

The role holder needs to be a credible figure in making decisions in the Bank and in engaging externally. They must be able to articulate the Bank's key strategic priorities and issues of topical public interest. They must be able to act with confidence and be a strong Bank ambassador.

Role Responsibilities:

  • Counsel/advise Governors, Executive Committees, and the Bank's Security Risk Forum, updating protocols as needed. The role holder is the most senior subject matter expert on physical security in the organisation and represents the Bank externally on such matters.
  • Responsible for leading the strategic direction of the division.
  • The role holder, working with other security professionals, will define and set relevant risk tolerances for the Bank and oversee the design and implementation of key physical security controls.
  • Defining and implementing appropriate physical security arrangements for the Bank's regional offices and hubs.
  • Working with other security professionals to develop and have oversight of the delivery of physical security services, building security protection, and access control.
  • Physical security incident management and risk assessment, including threat assessment.
  • Work closely with the Risk and Secretary's Directorates, inputting and providing counsel on a wide range of physical security issues in relevant forums.
  • Responsibility for promoting an inclusive culture and working environment.
  • Demonstrates the Bank's leadership values.

The Successful Applicant

Essential Criteria:

  • Extensive experience in senior security leadership and management experience, ideally within Government, central bank, or a finance industry environment is required.
  • Experience in modernising a security function in a resource-constrained environment.
  • Extensive experience in managing multiple large teams across a broad range of responsibilities/duties.
  • High levels of interpersonal skills to both lead a largely junior team and engage with seniors up to and including Governors.
  • Developed negotiating skills required for dealing with large procurement/contractor relationships and resolving issues with third-party providers.
  • Experience in presenting to large audiences with differing levels of knowledge on physical security.
  • Proven proficiency in developing physical security protocols and procedures.
  • Exceptional managerial skills and the ability to lead a team.
  • Knowledge of information management systems and cybersecurity.
  • Proven ability to research and stay up to date with physical security trends, as well as changing government legislation in relation to all aspects of security.
  • Holds a degree from a nationally recognised university/institution in Physical Security, Risk and Security Management, or another related field. Or holds an equivalent mix of qualifications and experience.

The salary range for this vacancy is to be discussed on a one-to-one basis, dependent on relevant skills and experience.

In addition, the total reward package also includes:

  • A non-contributory, career average pension gives you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
  • A discretionary performance award based on a current award pool.
  • A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. (Note that from April 2023 and for the Benefits year 2023/24, this will increase to 8%)
  • 25 days annual leave with the option to buy up to 13 additional days through flexible benefits. (Note: This is effective from April 2023)
  • Private medical insurance and income protection.

Employment in this role will be subject to National Security Vetting clearance and the passing of additional Bank security checks in accordance with Bank policy from time to time.
