My client is looking for an experienced Procurement manager with experience in large scale engineering or construction projects to come on board.

Description

Reporting to the Procurement Manager, the Indirect Procurement Manager is responsible for the management and development of a team of 3 Indirect Buyers. The role purpose is to ensure best value procurement in the award, delivery and renewal of indirect contracts including but not limited to;

1/ Facilities Management (FM) Hard Services

  • Planned Preventative Maintenance (PPM) and Reactive Maintenance to; Mechanical and Electrical, building services, building fabric, building systems, plant and equipment
  • Minor Works Projects / office refurbishment projects typically £10K - £500K
  • New Build Construction projects to enhance manufacturing capability £500K - £3.5Million

2/ Facilities Management (FM) Soft Services including;

  • Cleaning, Pest control, Waste Management, Grounds Maintenance, Manned Guarding Security Services.


3/ Capital Acquisition of manufacturing machinery and IT equipment.

Role Description:

  • Management and development of a team of 3 Indirect Buyers
  • Review of Specifications, issue of Invitations to Tender, Tender Evaluation and award of contract
  • Negotiate with suppliers to ensure best value for money is achieved
  • Provide guidance and expertise to support the successful delivery of procurement based Projects including the evaluation of risks and identification of appropriate contracting strategies.
  • Provide expertise, support, direction, advice and guidance to internal customers on procurement policy and procedures including contract management
  • Manage or monitor contracts to ensure all parties meet their contractual obligations and best value is achieved
  • Develop and maintain relationships with key business contacts to achieve mutual benefit
  • Ensure procurement activities are compliant with internal/legislative procedures, and risks of impropriety are minimised.
  • Ensure goods and services are suitably specified; supplier performance is satisfactory, buying power is exploited and administration costs are minimised.

Providing the key interface between client and suppliers to ensure that communication is effectively managed, and that issues and risks are fully understood and managed.

Profile


Proven demonstrable experience of acquisition of;


  • Facilities Management Hard and Soft services
  • Minor Works Projects - office refurbishment projects typically £10K - £500K utilising JCT Minor Works Building Contract with Contractors Design or similar
  • New Build Construction projects typically £500K - £3.5Million utilising JCT Minor Works Building Contract with Contractors Design or similar
  • Capital Acquisition of manufacturing machinery and IT equipment.

    • Excellent understanding of procurement best practice
    • Knowledge of strategic sourcing and advanced procurement techniques/tools
    • Excellent communication skills and the ability to effectively manage stakeholder expectations at a variety of levels.
    • Highly motivated with a proven record of achieving cost saving targets/objectives.
    • Individual who thrives on challenges and has experience working within a fast-paced procurement function.
    • Proven Supplier Relationship Management skills.
    • Ability to work on own initiative
    • Proficient in the use of MS Office applications

    Desirable skills:

    • Experience of Joint Contract Tribunal (JCT) contracting models
    • MCIPS or studying towards it
    • Experience in using SAP ERP software

    • Mechanical (fabrications/machined items) and Electrical (box-build, cables, components) buying experience
    • Supply chain experience in the defence environment
    • Experience in the various phases of the product lifecycle from proposal capture, programme start-up, development, production, sustainment and end-of-life
    • Flexibility to work at different levels of sub contract complexity (off the shelf, build to print, MOTs, and design to specification)
    • Knowledge of the SAP ERP system
    • Bachelors' degree in a business/scientific/technical discipline
    • Knowledge/experience of process improvement methodologies
