HEAD OF REVENUES AND BENEFITS

JOB SUMMARY:

To ensure that Revenue Services maintain economical, efficient and effective arrangements for all income streams within well managed annual business plans and budgets to achieve collection, payment and other performance targets approved by the Corporate Director responsible for business rates, council tax, other corporate income streams in compliance with Council policies and Government regulatory requirements.

To manage and direct the Assessments Service ensuring that an efficient, cost effective and user focused service is provided in relation to Public and Private Housing Benefits, Council Tax Support and Education and Welfare benefits, together will Adult and Children's Social Care Financial Assessments and other financial assessments.

RESPONSIBLE FOR:

Income collection in excess of £700m each year for Council Tax; Business Rates; Sundry Debt Income Collection; Parking, Overpaid Benefits, Adult/Children's Social Care Income, Commercial Rent, Trade Refuse and Debt Management and Debt Recovery for all income streams collected.

Corporate responsibility for the Councils Income Management systems for taking payments by both card and cash payments and Payment and Data Security Systems.

Manage a budget of over £265m for Assessments for HB, Education and Welfare Benefits, Adult and Children's Social Care and other Financial Assessments ensuring that the service meets the diverse needs of Tower Hamlets residents, while monitoring subsidy levels against spending.

Minimise losses through tax avoidance schemes and fraudulent activity across all income streams and monitor and maintain the Council Taxbase and Ratebase.

All bulk printing requirements across the Council and Tower Hamlets Homes and development of the Hybrid Mail solution to address all other ad hoc printed mail requirements.

PERSON SPECIFICATION/SELECTION CRITERIA

KNOWLEDGE & SKILLS

A strong knowledge of Revenues and Benefits e.g. Housing Benefits, Council Tax and Education and Welfare benefits

Ability to foster an open and trusting culture with the ability to lead change through others and inspire high levels of performance.

Authoritative and influential with high developed relationship management and networking skills, and the ability to foster joint working across service and organizational boundaries for the benefit of residents and communities in LBTH.

Naturally engaging with an ability to inspire and command respect, trust and confidence of colleagues, Council Members and other stakeholders.

QUALIFICATIONS & EXPERIENCE

Strong and successful experience of leading an Income based service for a local authority or similar organisation

Substantial experience, evidenced by a solid track record of success, leading high-quality operational services

A successful track record of engaging effectively with others at a senior and junior level while building sustainable productive partnerships with key stakeholders

Experience of leading on new ways of working and delivery innovation and value for money in a large complex organisation.

Significant experience of successfully leading and embedding financially affordably sustainable change, through support of others in complex and diverse organisations with measurable improvements
