The EIB, the European Union's bank, is seeking to recruit for its Personnel Directorate, at its headquarters in Luxembourg, a Director General. This is a full time position at grade 8/9.

 

 

 

Applicants will receive initial feedback in October.

 

 

 

The appointment is for a term of up to five years.

 

 

 

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

 

 

 

Purpose

 

  • You will drive and implement the HR strategy for the EIB
  • You will lead the HR teams, and optimise the allocation of resources based on strategic priorities
  • You will develop a partnership with the business striving for continuous improvement and efficiency of HR processes, tools and services
  • Operating Network

     

  • Reporting to the Management Committee, and under the functional oversight of the President, you will lead a team of approximately 180, with three Heads of Department reporting directly to you. You will work closely with managers across the Bank at different levels
  • You will foster a climate of constructive and open social dialogue with the Staff Representation
  • You will develop a network of relevant external contacts and a close cooperation with institutions of the EU, IFIs, MDBs, banks and other organisations; and represent externally and internally the HR function
  • Accountabilities

     

  • Drive the implementation of the HR strategy supporting the attraction, motivation and performance of staff
  • Identify, prioritise, manage, and develop the resources needed to implement the HR strategy, setting and monitoring the objectives and reporting the results achieved
  • Lead, develop and coach the HR management, fostering teamwork, collaboration and knowledge sharing across the department and the client directorates
  • Lead a collaborative development and implementation of strategic action plans and roadmaps in HR functional areas; such as strategic workforce planning, compensation & benefits, streamlining of HR Policies and processes, talent attraction, development and engagement; succession planning, business partnership, and other relevant; integrating consistently the diversity, inclusion and equity angle
  • Lead the review and implementation of policies related to a new way of work adapted to the evolving context and circumstances and driving a healthy workplace culture
  • Manage proactively the required changes, and contribute to promote initiative and innovation to support the ongoing evolution of the business and its environment, particularly by sponsoring or leading relevant projects or programmes
  • Ensure the effective implementation of HR best practice processes and tools adapted to the specific business needs of the Bank; fostering simplification, digitalisation and enhanced risk management awareness.
  • Qualifications

     

  • University degree in HR, business related subject or other relevant field
  • At least 15 years of relevant professional experience with 10 years track record of people management and implementation of new initiatives and change management projects in a multicultural context, ideally in a HR environment
  • Personal integrity, professional credibility and commitment to diversity
  • Drive for results, with critical thinking, clarity of vision and business acumen
  • Sensitivity to political issues and sound judgement, with resilience and proven ability to handle complexity and ambiguity
  • Outstanding written, verbal communication and influencing skills
  • Ability to swiftly understand EIB and build on its strengths as an EU institution and a Bank
  • Good working knowledge of English and a good command of French (*). Knowledge of additional EU languages would be an asset

    (*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
