Rutherford Briant have the pleasure of assisting our client to find an Interim Head of People Insights, Technology and Performance. Our client is looking for a leader to focus on developing performance, data and insight functions to drive evidence based people related business decisions at all levels to support the delivery of the overall strategy.

The role will also focus on ensuring our client has the right technology to deliver the workforce strategy ambitions, providing direction and leadership on the delivery of the people analytics agenda, including leveraging investment in new systems, the development of self-service people analytics, strategic workforce planning, people analytics projects as well as the ownership of statutory and legal returns on behalf of the organisation.

Role Responsibilities:
  • Accountable for leading the people analytics service, including developing and providing relevant workforce planning tools, methodologies, and research for leaders across the business to determine current and future workforce needs (right size, shape, skills, cost & location)
  • Accountable for providing intelligence and measuring of KPIs to ensure on-track delivery of work programmes across the function, ensuring that activity carried out helps achieve the outcomes set out in the relevant strategies within the function's performance framework.
  • Accountable for the ongoing oversight and tracking of the functions programme of work which incorporates governance, resource management and performance planning to ensure budget, systems and resources are effectively aligned to deliver best outcomes.
  • Represent the entire function at key strategic meetings to ensure that the component parts are integrated in the planning framework, collaborate with key stakeholders across organisation policy & strategy, business planning, finance, procurement, and technology services.
  • Constantly bringing evidence to the fore of conversations across the people services, enabling an evidence-led approach to development and delivery of the workforce strategy. This includes monitoring professional and industry trends and forecasts for future OD & HR needs to support the achievement of the council's workforce strategy.
  • Ownership of key documents and plans for the function including the People Plan, the functional business plan, service offer, & budget management across the function as well as the functional contribution to the organisation strategy.
  • Run the people analytics service to provide ongoing management information, access to people analytics resources as well as ownership of the functions statutory returns such as gender pay gap, national minimum dataset for workers and annual diversity reporting.
  • Lead the current performance and future direction of HR related technology including release management, re-procurement, overseeing new module implementations, account management, license management and supplier management. Play an active role in the cross functional 'My Oracle Support' team to continuously improve the provision of HR aspect of the organisations ERP.

Candidate Experience
  • Educated to degree level or equivalent by experience
  • Evidence of continuing professional development and expert knowledge in relevant professional area
  • Experience working in complex, performance focused environments
  • Exceptional analytical skills, and a range of analytical tools including Excel, Power BI & OTBI
  • Proven experience of programme and project management, strategic planning, budget management, analysis of data and reporting is essential.
  • Good understanding of metrics, measures and people analytics and their use in delivering effective decision making.
  • Experience of effective partnership and influencing skills across all organisational levels and stakeholder audiences, including working closely with Technology Operations and Digital
  • Oracle Fusion (HCM/Payroll) and Cornerstone on demand or similar product knowledge desired
  • Understanding of good governance in data management and experience of producing statutory reports from the function.
  • Ability to work autonomously and lead planned and short-notice projects in fast paced matrix organisations
  • Excellent high-level presentation and communication skills: ability to distill and present actionable information from complex researchExcellent communication and stakeholder management skills

Temporary, Full Time

Up to £625 per day PAYE/Umbrella, In-scope of IR35
