Key Objectives of the role:
  • To fulfil the role of 'Professional Lead' for all staff undertaking procurement whether centrally based or devolved to service areas (approx. 400 in total) by playing a key role in delivering service improvement and transformation through procurement projects.
  • To manage the procurement function across the council to achieve a highly effective customer focussed value for money service that can contribute significantly to achieving the Council's aims and objectives.
  • To continue the roll-out of e-procurement to release professional resources from low level administrative tasks.
  • Proactively develop and modernise the way the Council conducts its procurement activity, implementing agreed procurement strategies, policies and procedures.
  • Act as a change catalyst to transform related processes and systems, ensuring significantly increased and effective use is made of technological innovation.
  • Complete the implementation of an e-procurement system and ensure it delivers its prime objective of reducing administrative tasks and releasing professional resources to support the wider organisation.
  • Proactively develop the procurement team within the Council so that it can contribute significantly to the achievement of relevant strategies, in particular driving better value for money and added social value.
  • Manage and oversee the Council's approach to contract management, delivering better value for money during the lifetime of key contracts. Research and highlight a range of potential options and solutions to Managers in relation to their particular area.
  • Be the Council's lead expert on Procurement Regulations and ensure the Council remains compliant with the Public Contracts Regulations at all times and is not exposed to risk of legal challenge.

Provide guidance and advice to all levels of staff and have a direct impact on expenditure and service levels achieved.
  • Identify opportunities for more effective collaborative working, partnering and aggregation of demand to lever improved results from the marketplace in terms of cost and service delivery.
  • Advise senior managers and Directors on complex procurement issues, liaising with Legal Services as required; build strong and positive relationships with Departments and champion a quality and performance related contract management culture to ensure service delivery is effective and responds to identified needs.
  • Manage and monitor the Councils' performance management framework to demonstrate effective procurement across the Council through timely preparations for contract renewals and tender processes.
  • Develop and maintain a network of contacts in neighbouring local authorities other public sector bodies, private or voluntary sector organisations, with a view to establishing opportunities for collaborative and/or innovative procurement.
  • Develop and maintain a full awareness of current issues and challenges facing local government. Ensuring all changes in procurement legislation and new procurement legislation are reflected in BFC processes and practices. Act as the Lead contact for advice to other commissioning sections within the Council in relation to all current/new procurement legislation.
  • Support the Executive Director: Resources in effective running of the Council-wide Strategic Procurement Group, sharing and embedding best practice arrangements and ensuring consistent achievement of value for money in major contracts.

The postholder will be the Lead expert on all Procurement matters across all departments and commissioning teams. The postholder will be expected to act autonomously within Procurement and outline recommendations to the Director when required on strategic issues and decisions, with clear proposals as to the recommended solution.
