Interim CIO

6-9 month contract

Location: Primarily remote, may be some travel to London in future

Day Rate: circa £850-900 per day (INSIDE IR35)

Allen Lane is delighted to be partnered with large public sector client in the search for an Interim CIO to lead its IT department. As with any public sector client their Technology and Innovation division are leading a major investment programme in modern technologies to improve how staff across the organization deliver public services. To continue this ambitious vision they are seeking a strong leader, with exceptional staff management and solid problem solving skills to stabilize the department in the interim and get the best out of the staff and resources they currently have.

The CIO will spearhead corporate approaches to the delivery of IT, transformation and change through the exploitation of technology and data. In the past year, the team have established a new target operating model (TOM) that promotes a proactive, dynamic and adaptable working environment; empowering colleagues to work autonomously, troubleshooting issues and identifying solutions.

In light of recent events, it has never been as important to ensure their current practices and core systems are fit for purpose, and are cost efficient. The CIO will ensure the technology foundations are secure, reliable and available as well as achieving savings targets across the organisations’ partners.

The Opportunity

This is an opportunity to make a significant impact in an organisation that has already identified the need to and is invested in improving its technology offering.

You will be accountable for:

  • Leading senior officer responsible for IT, digital and data strategies, portfolios of change and investments/budgets to enable business impact, improving delivery across the organisation
  • Ensure core technology and infrastructure is operating optimally, resiliently and efficiently to enable partner councils to run their services.
  • Lead the co-ordination of all IT activity (including controls and governance) across partner councils, actively prioritising competing programmes and projects and allocating available resources effectively to drive the greatest value.
  • Lead on strategic IT sourcing, procurement and commercial activity.
  • Act as agitator, disruptor and collaborator to help drive innovation.
  • Provide thought leadership and sector wide impact on the role of technology, digital and data in the public sector
  • Lead and embody an inclusive culture, actively promoting diversity and equality both in the team and outside it.
  • Leadership and accountability for IT strategic sourcing and procurement and contract management.
  • Leadership and accountability for the development and implementation of the organisations’ information and technology security policies and strategies
  • Leadership and accountability for robust contingency, risk management, and business continuity plans and actions for organisations’ IT services. Maintaining and enforcing standards and protocols for the use of technologies across the organisation

About You

  • Proven success of leading a large and complex technology and data services within a similar public sector setting.
  • Proven leadership skills and behaviours with the ability to inspire others, drive cultural change and forge strong teams from diverse backgrounds to achieve strategic objectives.
  • You’ll be an excellent collaborator and values based leader
  • Able to influence both strategically and corporately in a complex organisation.
  • Understanding and/or experience of working in a political environment including with senior leaders.
  • Encouraging innovation and partnership working you have the ability to empathise and engage people from all walks of life, and have a relentless focus on the needs of users as the basis for delivering outcomes.
