This is an exciting opportunity to join an East London Local Authority, the purpose of the role is as follows:

1)To provide effective leadership and strategic management of the Integrated Early Years Service. This leadership will support the delivery of improved outcomes for children 0-5 yrs to ensure they are healthy, safe and ready to have opportunities to learn and develop appropriate to their age.

2)To take a lead on evidencing the impact of early years interventions through the development and implementation of processes and procedures. These processes and procedures will need to support the early identification and assessment of vulnerable families, children and young people; and, to contribute to manage down the demand for statutory services. This should involve the development and delivery of inter-agency/multi-disciplinary practice, innovative early years and early help programmes.

3. To ensure that the statutory requirements that relate to early years provision such as maintaining the sufficiency and range of adequate early years provision are met. In addition to ensure that the statutory requirements associated with early interventions for Early Years Foundation Stage (EYFS) are inclusive, performed in accordance with best practice and evidence of outcomes met.

4. To manage demand by ensuring that the Council meets its sufficiency duties by having in place high quality early years education and childcare for 2, 3 and 4 year old children and Children's Centre provision; and to work to ensure high-quality early education (Early Years Foundation Stage (EYFS)) provision across school nurseries, Private Voluntary and Independent (PVI)settings and child-minders. This will be delivered by being the borough lead in interpreting and advising on DFE and OFSTED guidance in relation to early years procedures and provision. This includes contributing to and advising multi agency partnership groups and the Schools Forum.

5. Be a systems leader and lead strategic discussions at a senior level with both internal and external partners about how all aspects of the early years offer link seamlessly to provide multi-agency, wrap-around resources for young children. This will need to ensure that rigorous and effective systems are in place for identifying potential challenges and barriers to improved outcomes in schools' early years provision (data moderation). This will also include the provision of high-quality practice guidance delivered through pre and post Ofsted inspection support to early years settings.
