About Our Client

UK Shared Business Services Ltd (UK SBS) is owned by the Department for Business, Energy and Industrial Strategy (BEIS) and UK Research and Innovation (UKRI). It is a government shared service provider with one of the widest ranges of service provision within the UK public sector. We provide administrative and professional services to six public sector partners across Finance, HR and Payroll, Information Technology (IT), and Procurement. We have a unique partnership relationship with our owners, who are also our largest clients, and whose employees are the end-users of our services. With a team of over 600 based in Swindon, Billingham and Newport, we provide seamless support to our partners so that they can focus on their core missions.

We aim to become a very different organisation over the next few years. Together with our partners and aligned to the Cabinet Office Government Shared Services Strategy, we will grow in scale and complexity, transforming the end-to-end way we work.

As the business goes through significant change and transformation, we envisage doubling in size over the next 3 - 5 years.

This will be enabled by major partner sponsored new systems programmes that will see us move from two legacy on-premise ERP platforms to become a modern SaaS multi-platform digitally-enabled organisation, delivering quality business and specialist services, effectively and efficiently, to the highest standards.

To enable this, UK SBS is undergoing significant changes in its own internal leadership, capacity, capability, culture and ways of working as we strive to deliver efficiency and service quality improvement alongside an unprecedented increase in service volumes and the number and complexity of programmes and projects for us and our partners.

Job Description

Purpose & Scope

Working closely with the Chief Executive, Board and the Executive Team, the successful candidate will be responsible for:

  • Setting the organisations technology, data and information strategy
  • Leading a team of technical and professional experts to effectively deliver the strategy
  • Driving and managing technology-enabled transformational change
  • Maintaining the integrity of all UK SBS and client data, leveraging the information managed
  • Innovatively improving end-user experience whilst driving operational efficiency through the adoption of modern digital and automation capabilities
  • Championing modern, agile digital practices
  • Managing and protecting all information services

Key Responsibilities:

Leadership

  • As a member of the Executive, contribute to organisational strategy and goal setting, as well as operational delivery
  • Work closely with the Executive and Senior Leadership teams to ensure alignment of Digital & Information team goals to the UK SBS strategy and business plan
  • Performance lead and transform the Digital & Information team, ensuring that members have appropriate business exposure, are professionally competent and are highly motivated · Ensure the team operates to capital and revenue budgets
  • Model the culture and behaviours required to bring to life UK SBS's values
  • Provide coaching and mentoring support to management colleagues across the business

Relationship Management & Engagement

  • Represent the Digital & Information function, as required, at UK SBS Board, Audit and Executive Committees
  • Represent UK SBS, as required, at key partnership/client meetings
  • Maintain a strong network of digital, information and cyber contacts across Government, the public sector and wider business

Policy

  • Design and deliver an appropriate suite of Digital and Information policies and processes, maintaining legal compliance and alignment to UK SBS's risk appetite and HM Government best practice
  • Drive cultural alignment to agreed policies across the organisation

Planning, Organising & Delivery

  • Gain agreement from Board and Executive Committee to an annual Digital & Information delivery plan
  • Develop and maintain a multi-year technology strategy roadmap
  • Develop and maintain a multi-year data strategy and roadmap
  • Ensure appropriate disaster recovery capabilities are developed and maintained for all services, ensuring testing of business continuity and resilience plans
  • Ensure UK SBS's cyber security and resilience is maintained
  • Develop and deliver a programme to move the organisation from data maintenance to data analysis and actionable insight
  • Ensure agreed service levels are maintained for availability and response times through appropriate end-to-end service integration and management, including performance management of appropriate third-party suppliers and other support arrangements
  • Work closely with the COO to orchestrate and minimise impacts from maintenance and release cycles
  • Work closely with the Head of RISC, Data Protection Officer and IT Systems Accreditor to comply with ISO 27001 and other agreed policies and approaches, to appropriately secure data and manage risk
  • Support internal audit activity and ensure audit findings are addressed

Programmes & Projects

  • Develop, outline, full business cases as necessary and appropriate, to secure funding and provide oversight/assurance for major change activities
  • Act as Portfolio Director for Digital, Data and Cyber focused change projects
  • Act as Programme Lead / SRO for activities, as required, ensuring appropriate governance is maintained and dependencies to other programmes are addressed
  • Identify, monitor and report business case benefits, evidence success

Other

  • Undertake ad-hoc activities in support of the Chief Executive

The Successful Applicant

Experience - Essential Criteria

  • Significant specialist background in IS, Data & Digital leadership
  • Experience in building and maintaining strong working relationships at a senior executive level
  • A track record of successful team leadership, driving modernisation and innovation in IS, Data & Digital, with agility
  • Demonstrable experience in business case development, budgeting, planning and analysis, and significant project/programme delivery

Experience - Desirable Criteria

  • Expertise in digital transformation and adoption of cloud/SaaS
  • Expertise in data analytics and exploitation
  • Experience in agile DevOps product development and delivery
  • Experience of shared service and/or customer service delivery
  • Awareness of the Public Sector is desirable but not essential
  • Likely to be educated to degree level
