Description

The Principal Commercial Manager will lead primarily on the IT category of spend and manage the day to day requirements of the Technology Business Services (TBS) team. Working together with IT colleagues, you will deliver innovative, compliant and effective commercial arrangements in an exciting and diverse environment with contracts ranging from £10,000 to over £1M.

The post holder will use their knowledge of procurement and the marketplace to maximise value and manage our commercial portfolio in innovative ways.

The Principal Commercial Manager will play a pivotal role in delivering key organisation wide business requirements by working closely with IT colleagues, building strong stakeholder relationships and providing clear and authoritative advice across all procurement and commercial related issues. The post holder is tasked with ensuring value for money is achieved and providing assurance to the Accounting Officer.

The Principal Commercial Manager will operate across the full commercial life cycle with a responsibility for placing and managing contracts. As a senior member of the commercial team, the post holder will also support procurement activity in other categories, including Property and Professional Services, and lead aspects of a challenging programme of commercial transformation.

The post holder will report to the Head of Commercial and Procurement.

Profile

Qualification

  • Professionally qualified (MCIPS).
  • Government Commercial Organisation accreditation, or confirmation of a willingness to work to achieve such accreditation.

Essential Criteria

  • A proven track record of leading and delivering on IT related procurement activity within a public sector environment.
  • Ability to deal with multiple priorities and with the resilience to thrive under pressure.
  • A proven track record as a senior commercial professional with extensive experience of contracting, contract management and supplier relationship management, including in the areas of technology and other categories of spend such as property and professional services
  • Ability to provide strong and authorative procurement and commercial advise and support, deliver results, and deal with complex issues where they arise
  • Able to scope, plan and ensure the delivery of commercial strategies, lead on the whole commercial life cycle, including reviewing specifications, advising on pricing/evaluation models and drafting contractual documentation.
  • A proven track-record in contract management in a Public Sector environment with the ability to lead negotiations and resolve contentious commercial issues, delivering value-for-money results.
  • Excellent business acumen with the ability to analyse business problems and apply evidence-based thinking to strategic and operational decision-making.
  • Excellent communication skills - both written and oral - with the ability to deal collaboratively with a wide range of internal and external stakeholders.
