I am currently recruiting for a Head of Interim Planning Policy Manager for a Council in Birmingham. This person will take lead on the spatial policy, delivery and housing partnerships within the regeneration and planning directorate. This role is inside ir35 and would be for a 6 month rolling contract.

Description

The key responsibilites of the Interim Head of Planning Policy:


To be responsible for the effective management, organisation, development and delivery of Spatial Policy, Delivery and Housing Partnerships Service within the Regeneration and Planning Directorate.

2. To be a member of and actively contribute to the Directorate Management Team.

3. To be responsible for the overall management of Spatial Policy, Delivery and Housing Partnerships Service Area budgets.

4, To be responsible for the organisation and allocation of work within the Spatial Policy, Delivery and Housing Partnerships Section and to ensure effective co-ordination with other Sections, Divisions, Directorate Areas, partner and external organisations.

5. To deputise for the Director Regeneration and Planning as appropriate at the meetings of Corporate, Regional, National and Partnership Bodies.

6. To undertake a lead role in planning and developing the activities of the Regeneration and Planning Directorate area in pursuance of the Council's strategies and policies and corporate priorities including the 2030 Vision.

7. To be responsible for the preparation of reports to the Council and its committees on spatial policy, delivery and housing partnership matters.

To liaise with and provide necessary briefings to elected members of the Council as and when required.


  • To represent Regeneration and Planning Directorate area in relation to dealings with external bodies including the West Midlands Combined Authority (WMCA) and other partnership organisations on Spatial Policy, Transportation Policy, Delivery and Housing Partnership matters.
  • To oversee applications for regeneration funding via the West Midlands Combined Authority (WMCA), HCA and other external funding bodies delivered by the Planning Regeneration Manager.
  • To oversee strategic transportation schemes (including ensuring accessing appropriate funding) delivered by Strategic Policy and Transportation Manager.
  • To oversee the new building housing programme delivered by the Housing Partnership and Programme Manager.
  • To represent the Regeneration and Planning Directorate in dealing with the media on spatial policy, transportation policy, delivery and housing partnership issues.
  • To be responsible for the preparation of the Local Development Framework and through key partnership organisations for the formulation and monitoring of spatial policies and proposals within set timescales.
  • To be responsible for the Council's input to the West Midlands Local Transport Plan and for the Council's transportation planning input into Local Development Frameworks and other strategies.

  • Profile

    The succesful candidate will have:

    MRTPI status or regeneration qualification / membership

    Substantial, longstanding and recent experience of working at a senior level in Regeneration and Planning.

    Substantial experience in the promotion and management of development and physical regeneration - and in inner -urban areas.

    Recent, relevant experience in managing and implementing local authority planning policy (LDF).

    Strong leadership experience and experience in finance and budget management - with a strong understanding of financial planning/budget management processes.

    Experience in working with elected members, and in producing and presenting complex planning/regeneration reports both verbally and in writing, are also essential.
