We are looking for a high-calibre Finance Professional with strong change and improvement skills to lead a key workstream on a major financial improvement programme. The successful candidate will support both the shape and delivery of the programme with a particular focus on the cultural change aspect which will underpin the functioning of finance and the ability of the department to move to world-class operating.

The assignment itself will look at how the newly developed targeting operating model will affect the way the finance business works and interacts with the services across the Authority, and in particular forensically identify the culture needed for consistent and effective delivery. From there, a programme will be developed to establish how the current culture needs to change to accommodate this; what the pathway to that change looks like; and deliver it in conjunction with the rest of the programme team and with the support of the Senior Management team.

The right candidate will have a strong academic record and is likely to offer a mixed-sector background. Public Sector Finance experience is crucial and Local Government experience is preferred – but demonstrating an understanding of how finance can be delivered in a variety of different ways will help bring rigour and creative thinking to the role. Likely to have worked in a management position – broadly around the Head of Finance level – the appointee will bring energy, creativity and a passion for seeing through change in a determined, positive way.

The role is yet to be assessed but is likely based on similar roles to be Out of Scope of IR35, and will run for at least six months but most likely longer.
