DWP’s Change and Resilience programme are looking for an inspirational change leader who is experienced in building and leading teams to transform services. The Health Transformation Programme is the second biggest change programme in DWP after Universal Credit. As part of the GMPP (Government Major Projects Portfolio), it is beginning to transform the journey for the 2 million disabled people who claim related benefits every year. Our ambition is to make the assessment process simpler, more user-friendly and more joined-up for customers through the use of a new digital system with the customer at the heart of its design. The transformational nature of the Programme provides an opportunity to make a real impact on the lives of many of the most vulnerable in our society. It therefore has a high profile, both within the DWP and more broadly, including civil service and external stakeholders.

The post-holder will be responsible for leading the team in relation to all aspects of planning, impacting, design and risk management. There are strong digital and commercial dependencies which require careful management alongside responding to scrutiny such as that from the National Audit Office and the IPA.

The Programme Director will be accountable for ensuring the Health Transformation Programme meets its objectives, delivers the projected outcomes and realises the required benefits. This is a critical role in ensuring that the Programme is delivered on time and on budget. It is a demanding and high-profile opportunity to provide direction and leadership to a team of approximately 90 FTE, including five at SCS level, four of which are direct reports.

The successful candidate will directly engage with disabled people and their representative groups to fully understand their needs. With interconnected commercial, digital and service design elements, this is a complex programme but we have an ambitious plan that seeks genuine transformation.
