This is an outstanding opportunity to join a new directorate within the Disclosure & Barring Service (DBS) as Associate Director of Performance & Insight, where you will play an active and high-profile role in shaping Performance and Insight services within the DBS. This is a crucial role, with a direct focus on the core functions that are critical to achievement of the outcomes in the DBS Strategy 2020-25.

You will act as a professional adviser to the Executive Director of Strategy and Performance and Strategic Leadership Team on Performance Analysis, Research and Horizon Scanning, assisting the DBS to play a more influential role in the safeguarding landscape through effective use of data and insight to inform policy, strategy and delivery. You will foster and maintain a customer-focused team ethos, with an emphasis on building capacity, people and technology capabilities, and career pathways for analysis professionals in the DBS.

The Associate Director of Performance and Insight will lead the Performance and Insight Unit, which includes the following G7 led teams:

  • Organisational Performance Team
  • Research and Horizon Scanning Team
  • Barring Insight Team
  • Disclosure Insight Team

The post holder will:

  • Lead the Performance and Insight Unit, which comprises 5 x G7, 9 x SEO, 14 x HEO, and 6 x EO (including a placement student). You will set the strategic direction, team level objectives, and ensure clear division of roles/responsibilities across the Unit. You will directly line manage the G7s in the Unit, ensuring an effective service is delivered for DBS and external customers.
  • Oversee the provision of performance information, analysis, research, insight, evaluation, and horizon scanning that helps DBS deliver its operational functions effectively, shapes its future strategy, and helps the DBS become more influential with partners and stakeholders.
  • Foster and maintain a positive team ethos in support of #OneDBS, with an emphasis on building capability, prioritising development, and timely and constructive feedback.
  • Balance short terms asks with the development of a long-term evidence base that anticipates future need.
  • Ensure the technology capabilities required to deliver an effective service are in place and that they keep pace with future developments.
  • Coordinate and quality assure the work of the Unit and ensure ethical and data standards are met.
  • Build and maintain strong relationships with internal colleagues and external partners, with an ability to work effectively with external researchers and stakeholders.
  • Have strong negotiating and influencing skills to ensure that high quality, timely and relevant analysis is at the forefront of decision making in the DBS.
  • Identify opportunities to make links with other analytical teams in the Home Office family, wider government, and external organisations with an interest in safeguarding.

Corporate Responsibilities

  • Support the Executive Director of Strategy and Performance in their role as a member of the Senior Leadership Team (SLT), assisting them in their responsibility for leading the organisation.
  • Support the Executive Director of Strategy and Performance by engaging in and helping to drive change as required.
  • Support the Executive Director of Strategy and Performance in their dealings with Board and its committees as required.
  • Member of the DBS wider Leadership Team, specifically contributing to development and delivery of business opportunities, organisational development, and value for money.

Person Specification

In order to meet the requirements of the Associate Director of Performance & Insight role, applicants must display the following essential criteria:

  • Proven ability to develop and apply a strategic vision to create multi-disciplinary research and analysis, balancing immediate needs with the bigger picture and translate outputs into organisational activity.
  • Strong leadership skills, including experience of developing and managing multi-disciplinary analytical teams, and performance, research and analysis programmes that influence operational and/or policy delivery choices, driving improvement in services for customers.
  • Extensive senior experience of working as a professional analyst with past experience of delivering insights at pace to inform operational delivery and/or public policy.
  • Experience in commissioning programmes of research from external organisations.
  • Experience of research management, project management, contract negotiation and finance management.
  • Experience of communicating analysis to ensure that decisions are informed by robust evidence, supporting the team to visualise the data to present the ‘story’ in a meaningful way to technical and non-technical audiences.
  • An analytical background with expertise in one or more of the following: performance analysis; social research; operational research; economics; statistics.
  • A thorough understanding of the principles of effective performance management and research techniques and the ability to apply these to complex real-world challenges.
  • Good understanding of data analytics and other technology solutions relevant to delivery of analysis services, including experience of commissioning and implementing new systems.

Desirable criteria include previous experience operating within a safeguarding environment and experience analysing the operational performance of a large organisation in the public or private sector. Applicants with a Masters degree by research in a relevant specialism (e.g. psychology, sociology, social research) may be of particular interest to the hiring panel. In addition, experience of producing robust research and analysis meeting the standards of the Magenta Book and adhering to government research protocols could be advantageous.
