Background

Central Bedfordshire Council recently incorporated a group of companies which entail an overarching holding company, The Central Bedfordshire Group (TCBG) and two wholly owned subsidiary companies which includes Care is Central (CiC), a brand-new care provision organisation. CiC is a start-up care business with ambitious and exciting growth plans. These include new-build care homes and an exciting new concept for the area - a ‘care village’ which will incorporate a care home, extra care housing and short breaks facilities. Further new care schemes will come on stream in the following years and CiC will be central to their successful delivery and operation.

Executive Director – The Requirement  

The TCBG Board Directors are ready to appoint an Executive Director to lead CiC. The right appointment will be a key determinant to the success of the business as the person will be critical to driving successful delivery and sharing the organisation’s ambition for results. Core responsibilities for the Director entail the following:

  • Deliver the start-up, development and growth of this business as it successfully evolves
  • Provide strong leadership and establish credibility as a business leader to ensure execution of current company plans and budgets, taking full Profit & Loss responsibility for performance as CiC grows
  • Harness, develop and build the unique relationship with the Council
  • Takes strategic and operational responsibility for the successful growth and running of the company
  • Ensure CiC provides a high quality of care services in the region, is financially robust and delivers the returns to the Council set out in the CiC Business Plan
  • Maximise social value and opportunities for the use of local businesses and jobs through procurement and delivery
  • Effectively oversee and manage the development of CiC’s facilities, significant workforce and services throughout Central Bedfordshire as the business grows
  • Make sure delivery of the ambitious business growth plans support appropriate regional strategies for care provision
  • Help to implement best in class systems and processes for the organisation
  • Ensuring high levels of customer service and regulatory compliance
  • Keep under review the commercial activity and performance to determine areas needing investment, cost reduction and performance improvements
  • Build and maintain a positive, committed, open and growth orientated customer focused culture  

Experience Needed – Core Requirements  

Suitable candidates for this post will have had successful senior roles in care delivery organisations to date. Candidates will have the following backgrounds:

  • Experience of reporting to a Board and being able to work effectively with partners to oversee and run successful care homes/services companies or operations – a proven track record of achievement
  • Experience of growing and running a successful start-up care homes/services company will be a real advantage
  • Balance of relevant operational, commercial financial acumen in successfully running effective and professional businesses
  • Experience of working closely with or in the public sector will be an advantage
  • Ideally, knowledgeable about the Central Bedfordshire care services marketplace, the requirements for service provisions and the opportunities

  • Openness and open to development, selfless, flexible in approach and transparent – excellent communicator with people at all levels
  • Proven ability to work at pace, energetic, flair and drive with strong commercial abilities
  • Appreciates the commercial importance of running the business appropriately, balanced with holding similar values to the Council
  • Customer centric, social, with strong brand ambassadorial qualities – passionate about care services provision, empowering customers and doing the best for the community
  • Demonstrable ability to develop and grow positive relationships with multiple stakeholders
  • Excellent at managing risk well and working at pace in sometimes stressful situations
  • Experience of operating with the highest level of professionalism and personal integrity
