A Programme Lead with a Local Government background required for the planning and delivery of services needed as a result of the Coronavirus pandemic.

In a year of extraordinary challenges, we have seen local heroes emerge at every level, from running errands for vulnerable neighbours to footballers influencing Government social policy.

For Councils, the effective mobilisation of resources and energy to get the most help to the most people has been fundamental to the well-being of so many; and anyone close to Local Authorities will be aware of just how much a challenge that is. And while a lot has been learned, we all know we are no means out of the woods. For residents and authorities alike, being in a position to best handle the undoubted challenges ahead has rarely been so important.

If you are an experienced Programme Manager with exceptional knowledge of operational services within Local Government at a senior level, this interim assignment is your opportunity to bring your weight of experience to the next phase of Covid-19 response and make a significant difference to the health, safety and well-being of residents across a major Metropolitan Borough.

Of significant importance will be your ability to understand the challenges involved for every service who can contribute or is affected; your ability to knit those services together to maximise the positive impact they can delivery; offer assurance and confidence to the highest level that the City is organised and equipped to face anticipated challenges (existing, likely and potential); and provide structure vigour to the delivery and operation of the Council’s response.

In terms of background, the candidate most suited to the role is likely to demonstrate:

  • A clear understanding of Local Government operations and services at leadership level
  • Direct experience of how Councils have responded to the pandemic and the challenges to overcome
  • The ability to pull together very different departments and services and focus on common goals
  • The ability to influence at leadership and member level, providing support and assurance as well as challenging and engaging
  • Outstanding Programme leadership experience, using a highly professional and structured approach
  • Strategic planning skills in identifying varying scenarios and deploying appropriate responses
