The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.  There is now an excellent opportunity for eligible candidates to apply for the following position:

Senior Manager (Technology Risk Management)

Key Responsibilities

  • Review banks' technology-related initiatives, including the implementation of Artificial Intelligence (AI), Regulatory Technology (Regtech), and Open Application Programming Interface (API)
  • Establish and maintain a collaborative relationship with the banking industry and other stakeholders in encouraging the adoption of Regtech
  • Manage promotional activities to facilitate the adoption of Regtech in the banking industry (such as organising promotional events, issuing insight reports and publications, and developing supervisory guidance)
  • Conduct research on technology trends, including development around digital assets, and devise appropriate supervisory measures
  • Lead a team to supervise banks’ management of technology risk, electronic banking services, and business continuity planning
  • Develop and conduct periodic reviews of the HKMA's technology risk management policies and guidelines

Requirements

  • University degree in computer science, information systems, data science, or related disciplines
  • At least 5 years of relevant experience in finance, technology audits, and/or technology risk management.  Knowledge of banking business an advantage
  • Strong technology background and risk management sense with solid and in-depth knowledge of Fintech, AI, Regtech, Open API, digital assets, and related fields
  • A self-starter with high adaptability to changing priorities.  Flexibility and ability to multitask in a fast-paced environment
  • Good interpersonal and communication skills

(Candidates with less experience may be considered for an offer of appointment at Manager level.)

Conditions of service

  • The successful candidate will be appointed on fixed contract terms.
  • A competitive remuneration package will be offered. There is the flexibility to take account of additional experience and qualifications.
