Director for Legislative Work (M/F) AD14
The European Committee of the Regions (CoR) is the political assembly which allows the views of regional and local authorities to be heard when European Union policies are being devised and legislation drafted. Its consultative role allows its 329 members and 329 alternates, and through them the regional and local authorities they represent, to take part in the EU decision-making process. It has an EU institutional role based on the Lisbon Treaty as an advisory body to the European Parliament, the Council and European Commission. Our Members are elected Presidents of Regions, regional Councillors, Mayors and Local Councillors, democratically accountable to the citizens.
The Directorate for Legislative work 1 (Directorate B) consists of three commissions secretariats and a horizontal team with a total of around 50 officials and other staff members. The main tasks of the Directorate are to prepare the political messages of the institution by assisting members in drawing up the European Committee of the Regions' (CoR) opinions, supporting the political process within the Bureau and Plenary Session, and organising commission meetings and external events. The key mission of the Directorate is to promote the effective involvement and contribution of the CoR in the decision-making process of the European Union (EU).
Under the direct authority of the Secretary-General, the Director manages the Directorate for Legislative work 1 which supports members in implementing the consultative powers conferred on the CoR by the Treaties, within the framework of the European legislative process.
In order to grant the highest degree of diversity of senior managers, in case of equal merit of several candidates, preference will be given to female candidates.
The main tasks of the Director for Legislative work 1 include the following:
- Contributing to the senior management team of the institution under the responsibility of the Secretary-General;
- Planning, organising and coordinating the legislative activity of the secretariats of the specialised commissions covered by the Directorate and prepare the basic work relating to the consultative process with a view to achieving maximum policy impact for the CoR;
- Coordinating the participation of relevant associations of local and regional authorities across the EU in the consultative process and as part of structured dialogue;
- Maintaining optimum lines of communication with the CoR members and the chairs of the commissions, political groups and national delegations;
- Contributing to the preparation and implementation of the work of all the CoR internal bodies: presidency, conference of presidents, plenary assembly, Bureau and commissions;
- Ensuring the quality of the work carried out within the Directorate;
- Ensuring internal communication within the Directorate and with the other Directorates and departments of the general secretariat, especially inter-departmental consultation;
- Ensuring sound management of the Directorate's financial and human resources;
- Maintaining and further developing relations with the other EU institutions and representing the CoR in interinstitutional bodies.
Key eligibility criteria
The selection procedure is open to all candidates who are a national of one of the Member States of the EU and have a professional experience of at least fifteen years in an area relevant to the position, at least five of which in the area of direct cooperation with local and regional authorities as a main activity. Of the aforementioned fifteen years, at least five must have been acquired in a managerial post (type of post: head of unit or equivalent and higher).
Candidates must have a thorough knowledge of one of the official EU languages as main language and at least a satisfactory knowledge of a second official EU language; given the nature of the duties to be performed, a good knowledge (minimum B2 level of the Common European Framework of Reference for Languages) of English or French is required; at least a satisfactory knowledge of the other of these two languages will be considered as an asset.
In addition, the ability to communicate effectively in other official languages of the European Union is an advantage.
Preference will be given to candidates possessing:
- Ability to ensure the smooth and cost-effective operation of a Directorate, requiring a command of management methods and the ability to lead large teams;
- Experience in developing and implementing efficient and innovative measures of management, including in terms of human and budgetary resources management.
Negotiating and communication skills
- Negotiating skills; the ability to reach compromises in high-level decision-making would be an advantage;
- Communication and public relations skills.
Knowledge and experience relevant to the nature of the duties
- Knowledge of European Union policies;
- Solid experience in working with regional or local authorities; if this was acquired in a local or regional body it would be an advantage;
- Knowledge of the European Union's decision-making process and experience in the area of interinstitutional cooperation, preferably in a political environment;
- Experience in dealing with the administrative and budgetary procedures, as well as the legal framework, governing the activities of the European institutions.
