Job Title: Associate Director of Procurement

Salary: Competitive

Location: Flexible (primary locations Wolverhampton, Bristol, Tewkesbury)

The Role

The Associate Director of Procurement (ADP) will manage circa ~£150M of Opex and a large and evolving Capex spend (flexible dependent on projects). Managing a team of circa 14, the ADP will set and execute the procurement strategy, implementing category management, leveraging expenditure and rationalizing the supplier base where appropriate. The ADP will inspire collaborative working across the stakeholder community and will build and maintain productive supplier relationships which continuously drive quality and best value purchasing ensuring that the customer is always front of mind.

This highly commercial role will develop relationships in areas that the association does not have (and/ or has not previously had an appetite for) in house expertise.

The ADP requires an outstanding change leader who can develop and coach their reports into a high performing and highly engaged commercial team.

The ADP will work closely with the executive leadership team, to identify wider strategic opportunities and partnerships that will either enable the association to better serve its customers and enhance the efficiency and effectiveness of processes for colleagues.

A core objective of the role will be to ensure that critical suppliers are being effectively managed in line with regulatory requirements and frameworks such as OJEU.

Principal duties and responsibilities:

  • Lead a successful transformation to a category management approach.
  • Working with the Management Team, identifying areas where third party partnerships/relationships may be of benefit to the association in delivering its overall strategy.
  • Ensure the organisation delivers best value purchasing.
  • Work collaboratively with the stakeholder community to ensure that procurement is involved in corporate decisions, initiatives and specification design.
  • Lead a continuous improvement sourcing approach.
  • Develop procurement processes that comply with EU Procurement Law and UK legislation.

The Candidate

  • Demonstrable experience of developing and executing sourcing strategies and collaborative partnerships with suppliers, in a Construction, Infrastructure or Capex environment, which allign to the needs of the business.
  • A motivational leader, who has the ability to develop and coach a team in a transformational environment.
  • Ability to bring new ideas and constructively challenge senior management thinking on key sourcing issues and the ability to influence specification design.
  • Solid analytical and negotiation skills. Able to define and understand the most critical issues.
  • Effective presentation and facilitation and influencing skills, managing senior internal and external stakeholder and suppliers.

Qualifications Required:

  • Full MCIPS or equivalent experience.

Additional Desired Requirements:

  • In-depth knowledge of EU Procurement Law.
  • An understanding and knowledge of various suites of contract including Joint Contracts Tribunal (JCT), New Engineering Contract (NEC) and others to suit.

Staff reporting to this position:

  • Responsible for a team, with flexible resources that include temporary staff from time to time, based on the volume of work.  Circa 8-13.  Direct line management responsibility to be determined, based on successful candidate’s views.
