Description
  • Accountable for the delivery of a customer facing systems development service providing accessible information solutions to a diverse range of organisations.
  • Hold responsibility for the specification, management and development of a wide range of information systems to support the delivery of numerous services.
  • Lead on the provision of the corporate intranet and internet solutions.
  • Responsible for the development and implementation of information systems for collecting, processing and delivery of large volumes of sensitive patient/citizen data both for use within and by customers.
  • Responsible for the operation and maintenance of information systems, adapting systems where necessary to suit changing information needs.
  • Ensure all technical delivery adopts Agile methodologies and where relevant follows GDS guidelines.
  • Oversee the development of tools and systems to address highly complex business processes offering efficiencies and opportunities for alternative ways of working.
  • Ensure the provision of timely data to the client and customer BI teams.
  • Identify opportunities to improve access to information for both primary and secondary uses.
  • Interpret highly complex, contentious and politically sensitive information where expert opinion may be lacking or conflicting offering a balanced and credible view to stakeholders.
  • Provide and receive highly complex, sensitive and contentious information, including presenting information to a wide range of internal and external stakeholders in formal settings.
  • Maintain specialist knowledge and expertise in information systems, development methodologies and policy.
  • Analyse exceptionally complex information providing insight and recommendations to colleagues and customers with varying levels of knowledge in the subject area.

Policy and Service Development
  • Responsible for the development, adoption and monitoring of Data (including Governance and Security) and Systems Development related policies across the services and customers, taking in to consideration national policy, relevant legislation and client and customer strategies
  • Instil a culture of continued personal development to ensure the service and its customers benefit from leading edge technology and thinking.
  • Develop plans, seize opportunities, mitigate threats and deliver strategic objectives within the service portfolio.
  • Accountable for developing and owning the strategy for the service, clearly identifying the links to national, regional and local priorities and policy objectives.
  • Identify opportunities for development of the service and design offers and operational models to maintain customer contracts and maximise service benefits.
  • Ensure that growth targets are achieved and new business is won through strategic service development in line with the evolving market place and customer bases.
  • Own organisation wide policies and plans for the safe handling of patient confidential data in line with industry accepted standards and legislation.
  • Functional Responsibilities
  • Lead the delivery of Data and Systems/Product Development services ensuring they meet the requirements of external and internal customers.
  • Develop and maintain quality standards to ensure satisfaction from all customers.
  • Lead the communications and brand awareness of the service to both external and internal customers
  • Oversee the design, development and support of the data platform and associated technologies, tools and solutions to deliver an effective data management service to the customers.
  • Lead the continuous improvement and design of services and products in line with the evolving market place.
  • Identify and implement opportunities to exploit changes in technology to deliver maximum efficiency within the service
  • Evaluate and analyse operational delivery and processes to ensure service standards are delivered to the require quality and that customer satisfaction remains high.
  • Oversee the integration of three highly specialist technical teams identifying best practice, efficiencies and opportunities to improve service quality.
  • Lead the transition of services to a Cloud based delivery model while ensuring relevant governance requirements continue to be met.
  • Oversee the continual development and improvement of service processes, systems and ways of working to ensure that they are always fit for purpose and in line with service development ensuring that ways of working are embedded within the teams.
  • Manage service provision against a backdrop of challenging budgetary pressures, evolving national policy and often conflicting demands of service users.
  • Oversee the implementation of changes to data processing routines following publication of national guidance and/or policy minimising disruption to service provision.
  • Manage multiple work streams and conflicting priorities in a highly pressured area of delivery.
