Managing Director In-House Services and Estates  

The House of Commons and the iconic Palace of Westminster are key elements of the UK Parliament. 2800 staff work behind the scenes at the House of Commons and Digital Service, supporting the democratic process. We are politically impartial and take great pride in the vision and values which guide their work. The Governance of the House of Commons is led by the House of Commons Commission, on which the Director General (to whom this role reports) sits. The Managing Director In-House Services and Estates (MD) will also sit on The House of Commons Executive Board (CEB), also Chaired by the Director General.

The MD is a new role and will be one of the most significant members on the Commons Executive Board. The role of MD will support the whole Parliamentary Estate in addition to the House of Commons Service and Digital Service. The MD role is a substantial delivery and leadership position with complex and varied responsibilities. As a member of the House of Commons Executive Board, the MD will work alongside senior colleagues to provide cross cutting operational leadership to the House Service as a whole, working to promote the strategy and values whilst maintaining high personal and professional standards, team working and excellent customer service.

At Board level the MD will be responsible for leading the delivery of support services including; accommodation, office & logistics services, catering services, maintenance, access control, ceremonial, significant contingency planning and interface with Government contingency. The MD will further support the delivery of the Historic and New Estates Programme, all delivered within the context of an active working parliament. This role also strategically manages the Parliamentary Estate and related infrastructure and therefore strong relationships must be built with the Restoration and Renewal (R&R) and Northern Estates Programme (NEP) bodies through policy and direction setting.

We are seeking a highly experienced leader capable of meeting a diverse and demanding set of requirements. They will have a proven experience in the development and delivery of an effective strategy across a complex portfolio of property and hard and soft facilities management services, gained in a complex organisation of scale. S/he will be commercially and financially astute with experience of managing multi-million pound budgets. They will have had demonstrable success in delivering added value at Board level, building strong relationships with other Board members and making impactful contributions with professionalism, tact and diplomacy. Candidates will possess proven experience of driving and embedding innovation and change, considering the needs of multiple stakeholder communities. Further to this, the MD will have the ability to maintain the trust and confidence of their Speaker, the House of Commons Commission and Members of Parliament.
