The Home Office has a compelling mission: to keep our borders secure and our citizens safe. With a budget of £10.7 billion spent across three principle Systems (Homeland Security; Law Enforcement; and Borders, Immigration and Citizenship; underpinned by our Corporate Enablers functions), over 32,000 people carry out critical work to ensure this happens through its policies, programmes and front-line operations.

We are currently seeking an exceptional individual to help shape the Home Office agenda and to ensure finance is at the heart of decision making at one of the most critical and exciting times within our country’s history.

The Finance function will be led by a small group of Finance Directors. As the Corporate Finance Director (CFD), you will provide strong leadership for financial management and planning across the Home Office, with a relentless focus on maximising the efficiency of the Department’s delivery. You will be responsible for the Department’s overall financial planning, inputting into fiscal events, financial control, accounts preparation and publication, and managing the delivery of transactional shared services. In time, you will support and work closely with Finance Directors who, when appointed, will rely on your information to effectively lead teams to directly support the BICS (Borders Immigration and Citizenship) and LEHSR (Law Enforcement, Homeland Security and Resilience) Systems.

Reporting into the Director General (Capabilities & Resources) and acting as the Head of Finance Profession for the Home Office, the CFD will lead on negotiations with the Treasury and Cabinet Office on resources and efficiency and ensure that the Department adheres to the principles of Managing Public Money. Your responsibilities will include:

  • Overseeing financial strategy, business planning and investment analysis including developing and operating an effective medium-term business planning process
  • Delivering responsive, business user focussed and expert business partner services
  • Providing consistent, robust, timely and relevant financial monitoring, forecasts and value-added analysis
  • Producing accurate and timely annual report and accounts to meet all Her Majesty Treasury and National Audit Office requirement
  • Ensuring effective internal controls including efficient, responsive and continuously improving shared transactional services to the department
  • Acting as a Senior Responsible Owner for the programme to move from Adelphi Oracle ERP to the METIS Oracle Fusion cloud-based ERP

To succeed, you must be a professionally qualified accountant with a substantial track record driving finance and influencing major business decisions within a large, complex organisation. You will be a change agent and an inspiring leader proven in overseeing large teams and improving performance and process. You must have used your exceptional communication skills to build sustainable and productive relationships with a range of stakeholders; whilst your finely tuned judgement will enable you to both challenge at all levels and to also develop a talented, diverse and engaged workforce.
