Description

As Interim Commercial Manager, you will lead on financial modelling and development financing across multiple schemes, ensuring an interface with business plans, corporate strategies and governance processes, and act as the link between Development and Finance managers ensuring schemes are appraised, approved and market ready, while protecting the Council's interests always. Day-to-day, you'll play a key role in structuring entry and exit deals, business case investment appraisals and managing major commercial and contractual issues. You'll also be replied upon to assist in the monitoring of the housing and affordable housing programme, including borrowing bids and bespoke housing asks from relevant government departments and/or agencies.

Contributing to the development and maintenance of financial models, corporate forecasting strategies, systems and practices will be important too, whilst ensuring that information is held in an interactive and intuitive medium, and scenario modelling can be undertaken. Also managing, monitoring and controlling externalised contracts effectively ensuring that Service Level Agreements, service standards and contractual obligations are met will also be key to the role

You will be integral in reviewing specifications and scopes of service to ensure that the council can maximise the value of projects and assets, working with the wider team to drive effective value engineering.

Profile

The successful Interim Commercial Manager will have the following demonstrable skills:

  • Superior and demonstrable commercial, financial and analytical skills, such as analysing complex problems, develop business models, investigate and evaluate options and opportunities, advise on full and robust business models, and risk management
  • Extensive experience of strategic financial planning, development finance, budgeting and monitoring and effective financial management requirements, maintaining financial models, dashboards
  • Understanding of contract's (JCT, NEC, etc.)
  • Able to initiate and lead major programmes and manage project teams to deliver within a large, complex, organisation, with comparable scope, budgets and resources
  • Adept at analysing and interpreting a high volume of complex management, performance and financial information to make recommendations
  • An ability to write reports and deliver presentations to successfully engage a wide spectrum of audiences, including senior managers and elected members
  • Strong interpersonal skills and demonstrable experience of establishing and building partnerships and productive working relationships within a complex policy and service environment with senior managers and councillors, and a wide range of stakeholders, such as partner organisations, communities and the public

Job Offer

Up to £700 per day DOE (inside IR35) for an initial period of 6 months.
