An exciting opportunity has arisen for a Head of Facilities Management to lead, plan, develop and deliver an expert professional service within the Estates and Valuation area.
Head of Facilities Management will support the development, management and delivery of services. Manage staff responsible for service delivery/support within the service area.
Enhanced DBS & barred list check (Child) is required for this role.

Skills, Knowledge and Experience required and/or desirable To assist the Strategic Head of Education Property to ensure effective use of the Council's education estate and its maintenance to a high standard. This estate consists of c. 80 education establishments, teaching over 27000 pupils.
To be responsible for the effective prioritisation of annual capital programmes for the primary, secondary and early years estate, with an approximate annual value of £3m.

To lead the preparation and implementation of the Primary, Secondary and Early Years Education Asset Management Plan.

To manage the contract between the Local Education Partnership (LEP) and the Council for delivery of the Facilities Management (FM) contract for the schools delivered through the Building Schools for the Future (BSF) programme, with an approximate annual value of £6m.

To manage the 25 year lifecycle profile for BSF schools, approximately £70million and to advise the Council on the annual budget requirement and approval of resources.

To be responsible for ensuring the safe occupation of maintained school premises and ensuring urgent Health and Safety works that are the responsibility of the Council are identified and prioritised.

To contribute to the Council's Corporate Asset Management Strategy and ensure the Education Asset Management Plan informs the wider estate strategy.

?Responsible for planning and monitoring tasks that enables the successful delivery of the business objectives of your designated team.

?Responsible for the effective supervision of staff to deliver services that will achieve continuous improvement within the Council.

To ensure that capital projects meet the requirements of schools and early years establishments and achieve the strategic objectives of the Children and Young People's Plan and those of Hackney Learning Trust.

To provide advice to schools on the Carbon Management initiative (DECs, CRC, Carbon Energy Management).

To contribute to the development and implementation of capital approval, procurement, project management and financial management systems for capital projects and programmes.

To manage and approve school requests for work on Council premises in accordance with legal and financial regulations.

To ensure full reporting on the asset and facilities management function and implementation of complex capital projects to Senior Managers and Council members, as appropriate.

To lead and involve school and early years management teams and other key stakeholders in the development of the asset management programme and the development and delivery of capital projects.

To support schools and early years establishments in meeting their property obligations and monitor their statutory compliance responsibilities.
