The Senior Treasury Officer - Financial Management reports to the Head of Treasury Strategy within the Office of the Treasurer (TRE) and has the primary responsibility of performing various activities related to the financial management of the balance sheet of the Asian Infrastructure Investment Bank (AIIB).  The role is primarily focused on providing analysis and projections for AIIB’s cash-flows, liquidity and finances. The successful candidate will develop strategies for managing the Bank's balance sheet within relevant financial policies and authorizations to ensure financial prudence and sound banking practice with the overarching goal of ensuring AIIB's robust financial standing and credit-worthiness.

Responsibilities:

  • Providing advisory support on all issues related to AIIB’s financial management.
  • Leading and coordinating TRE’s contribution to AIIB's rating process. As the first point of contact for relationships with rating agencies, coordinating information and data collection within the organization and preparing all relevant documentation.
  • Conducting extensive research on methodologies and best practices developed by other international financial organizations including, but not limited to, multilateral development banks and rating agencies with respect to financial management.
  • Providing prompt response to analytic requests from senior management, generated in the requested format or—in the absence of a suggestion—in a format that will be most useful to the senior manager's purpose.
  • Supporting the integration and build-out of AIIB's Long-Term Financial Projections (LTFP) model to support the Bank's strategic decisions, including the Business Plan and budgeting exercises.
  • Overseeing maintenance and use of the LTFP to support analysis as required.
  • Participating, as directed, in relevant internal committees and working groups as well as in relevant external conferences and peer group fora.
  • Introducing financial management policies, or amendments to policy, as needs arise and as AIIB’s operations and products evolve.
  • Evaluating policy documentation from other areas of the Bank and providing management a financial management perspective.
  • Contributing proactively to the improvement of the effectiveness and efficiency of the treasury function by leveraging technology, driving automation and defining best-in-class processes and procedures.

Requirements:

  • Extensive relevant practical experience in global financial institution(s) and/or multilateral development bank(s).
  • Thorough understanding of multilateral financial institution's balance-sheet dynamics and treasury operations.
  • Solid understanding of rating methodologies, criteria and approach for multilateral institutions and experience in managing the rating process and in interacting with credit rating agencies.
  • Substantial knowledge of asset liability management, debt capital market, fixed-income investment management, derivatives, accounting and risk management as well as topical issues relevant for multilateral financial institutions.
  • Demonstrated knowledge and experience of balance-sheet modeling, financial projections and reporting.
  • Proficiency with financial analytics and programming tools.
  • Strong analytical skills and strategic thinking.
  • Ability to develop practical and timely solutions.
  • Team player and ability to communicate well with others.
  • Strong organizational, critical thinking and customer service skills.
  • Effective written and verbal communication skills.
  • Fluency in English, oral and written.
  • Master's degree or equivalent preferably in finance, business or equivalent work experience.
