Head of Supply Chain - Logistics

Job Description:

You will be working closely with key programme stakeholders, the Head of Supply Chain - Logistics and ensure the 3PL provider fulfils end-to-end Logitics life cycle scope. From receipt of Supply Chain generated demand, forecasting, Logistics, Despatch, Warehousing, Inbound Inventory and Materials Management, ongoing performance management of the 3PL provider is paramount.

You will assume Control Account Management responsibilities for the cross programme Logistics service, ensuring the delivery of budgets to the agreed Strategy and cost model, including the realisation of identified opportunities.

This is primarily a complex commercial contract management role that requires a level of expertise within the Logistics arena. You will draw upon extensive knowledge of Procurement best practice, subject matter expertise and LfE to lead the Procurement and Logistics process.

This is a business, Customer and Supplier facing role, which will require the deployment of extensive stakeholder management and influencing skills across the Naval Ships organisation, customer programmes and business functions. Working alongside key stakeholders, you will take ultimate accountability for effective delivery of the delivery of the 3PL service contract, material budgets and management of supplier relationships including issue resolution.

Core Duties:

  • Create, develop and deploy the Naval Ships outstourced Logistics strategy, including contracting strategy
  • Work with key stakholders to capture, verify and agree ongoing logistics business requirements. Work closely with the Global Combat Ship organisation to understand the internation business impact and directly alongside the Head of Logistics for the client to agree touchpoints and hand over arrangements for the Hunter Class Frigate Programme
  • Develop, own and drive the overarching team delivery plan. Define measures, milestones, dependencies, key performance indicators and internal service delivery agreements to enable delivery. Ensure the flow down of meaningful delivery objectives to team member
  • Develop the Naval Ships central warehouse concept to provide improved storage, resilience and flexibility across programmes and sites. Create a compelling business cases for change, aligned and in collaboration with business stakeholders and the wider Procurement team
  • Work seamlesy alongside the wider Supply Chain function across programmes, including SC Commercial to ensure alignment of all material contracting approaches with the Logistics strategy, including realisation
  • Commercial management and execution of 3PL contract, including management of supplier deliverables, contract change activities and fulfillment of documented client deliverables
  • Performance manage people, process and supplier
  • Develop and agree key performance indicators and reporting structure to measure 3PL performance
  • Lead supplier contract performance reviews, establish clear lines of communication and regular dialogue channels
  • Weekly/monthly reporting activities reflecting 3PL and contract status, performance, SHE, quality, risks and budget delivery and savings
  • Budget management for 3PL direct labour including reporting methodologies and reconcilliations
  • Work with key stakeholders to resolve issues as escalated through the team, internal stakeholders or the 3PL provider, including route cause analysis and delivery of return to green action plans
  • Dispute resolution activities as required. Working alongside key stakeholders, ensure the successful conclusion of commercial disputes, including closure of outgoing or incoming commercial claims
  • Approval and ownership of Purchase Orders
  • Programme and business review attendance as required, including presenting supplier, contract and financial delivery management information

Key Accountabilities:

  • Delivery of fit for purpose and future facing Naval Ships outsourced logistics strategy
  • Alignment of material procurement contracting arrangements align with logistics strategy
  • Management of 3PL commercial contract with accuracy and appropriate governance, driving contractual discussions and negotiations
  • Establish releveant Logistics KPI's to drive performance and best for business working practices
  • Control Account Manager for the Naval Ships Logistics budget, including delivery of reporting to programmes
  • Evidenced integration of 3PL direct labour with Naval Ships team in line with 'One Team' operating principle
  • Drive cost and sustainability initiatives to improve the performance and efficiency of the 3PL service, and realise declared opportunities
  • Robust and realistic project plans delivered within cost, timescale and resource budgets requirements
  • Influence both internal and external stakeholders, ensuring sound advice is provided on Commercial/Procurement arrangements and working practice requirements to enable delivery of contract
  • Provide constructing challenge Central Warehouse Management Teams as well as internal project teams and key stakeholders to ensure robust commercial performance, presenting key messages at senior levels
  • Proactively manage SHE and Quality to ensure lessons learnt & best practice is delivered and shared
  • Resolution of any internal/external conflicts in a timely and professional manner, ensuring that Logistics requirements are supportive of availability and project/change timescales
  • Delivery of regular stakeholder progress reporting to support stakeholder management and high level/impact decision making
  • Qualified and quantified entries into Function and Programme risk registers, including evidenced mitigation and risk retirement plans

Qualifications/Functional Knowledge:

  • Proven Track record of deploying logistics strategy and managing a 3PL/4PL in a large scale, complex manufacturing programme
  • MCIPS/MCILT desirable
  • 5 years experience in logistics, operations and management
  • Lean qualification desirable
  • Expert level negotiation skills
  • Proven Influencing and Strategic Supplier Management capabilities
  • Expert at building supplier relationships
  • Extensive contractual and commercial working knowledge
  • Financial business and budgeting capabilities
  • Project management within Supply Chan Chain context
  • Highly skilled decision maker
  • Ability to interpret Project Reporting information (Earned Value, EAC etc) and implement appropriate management decisions
