Head of Transformation
To work with the senior management and Elected Members to develop a transformation strategy that provides a route map for service change to achieve the Council's objectives and service priorities within a single Council-wide culture. Providing advice to the Senior Team and Members using technical expertise and informed judgement to deliver successful outcomes.
To scan the horizon to anticipate and analyse all issues relevant to the transformation of council services, developing and agreeing short and medium term plans for implementation to maintain effectiveness of service delivery.
To lead, manage and develop a team that delivers the Council's ambitious transformation strategy working collaboratively across the whole Council. Ensuring that there is the capacity and capability within the team to deliver the programmed commitments.
To plan, manage and monitor the use of available financial, physical and human resources making efficiency savings and/or negotiating and securing additional resources where possible aligning the use of resources with the strategy to meet the planned transformation.
To lead on the development of a range of organisational strategies, translating those into a series of clearly defined policies, protocols, plans and programmes that are strategically, financially and operationally sustainable. The postholder will work with colleagues across the Council to build an environment throughout the organisation that drives transformation and long term change.
To develop and own the transformation pipeline including the governance, business and communications processes within it.
To develop key work streams of the business transformation programme in close liaison with senior managers, service teams and partners to ensure savings and service improvement. Advising and supporting Directors and Heads of Service in undertaking transformation projects, providing advice and expertise on appropriate business solutions.
