Commercial Director – 4th National Lottery Licence Competition

Gambling Commission

London with some travel to Birmingham

Circa £140,000 + up to 20% Performance-Related-Pay

The Gambling Commission was set up under the Gambling Act 2005 to regulate commercial gambling in Great Britain in partnership with licensing authorities. We also regulate the National Lottery under the National Lottery etc. Act 1994. The UK National Lottery was launched on 14 November 1994 and the first draw took place on 19 November. Since then, the National Lottery has become an institution within the UK, raising over £35bn for good causes and paying out over £59bn in prizes. The licence with the current operator was extended to 2023 in March 2012 and we are now embarking on the competition for the 4th National Lottery Licence.

We are seeking an experienced Commercial Director who will report directly to the Programme Director for the 4th National Lottery Licence Competition and take responsibility for the end-to-end design and execute of the competition. The successful candidate will be an outstanding commercial leader and negotiator who can execute a high-profile, complex deal that ensures a successful future of the National Lottery and raises billions of pounds for good causes.

Whilst the anticipated role duration will be between two and three years, it is expected that the post holder will move into the wider Government Commercial Function at the end of the period.

The responsibilities of the Commercial Director are to:

  • Act as overall commercial lead for the programme, providing leadership to a high calibre team of commercial and procurement specialists.
  • Develop and execute a commercial strategy to deliver a licence competition for the National Lottery Licence.
  • Conduct market appraisal and market engagement to stimulate a range of fit, proper and capable bidders with suitable risk allocation and incentive strategies. 
  • Lead engagement with potential bidders, supply chain partners and investors from the market-making phases through to the conclusion of the competition.
  • Execute a resilient and efficient procurement competition process for the 4th National Lottery Licence, including effective negotiation, accurate evaluation and legally defensible process.

The successful candidate will need to demonstrate capability against the following criteria:

  • Recognised commercial expert and leader with experience in managing major, complex and niche procurements.
  • Able to rapidly establish strong relationships and gain trust with all potential bidders to promote a unique, complex opportunity and maintain such relationships throughout the competition to the extent that you can judge changes in bidder appetite and spot/resolve issues without impacting programme timelines.
  • Provide strategic leadership across the organisation, the programme and for the team to deliver against an ambitious commercial strategy in challenging circumstances.
  • Have the experience, competence and confidence to push and defend tactical but significant commercial positions in a fast-moving and complex environment without the need for frequent escalation.
  • Ability to develop, maintain and actively promote a cogent strategy relating to incumbency issues in the context of multiple, robust and high profile challenges.
