The Shadow Sponsor Body

Given the poor condition of the fabric and systems of the Palace of Westminster, the Commissions of the House of Commons and House of Lords resolved in early 2018 that a major programme of restoration and renewal work must be carried out to protect and preserve the legacy of the Palace, ensuring it can continue to serve as home to the UK Parliament in the 21st century and beyond.

Two new bodies will be created to complete the work: a Sponsor Body and a Delivery Authority. The Sponsor Body will be a stand-alone organisation overseeing the work of the Delivery Authority. It will act as the single client accountable to Parliament, owning the budget, business case and scope of the programme. The Delivery Authority will be accountable for delivering the Sponsor Body’s requirements to budget and timescale, and have the management capacity and expertise required for a programme of this scale and complexity.

Until created in statute, the Sponsor Body will exist in shadow form and will be led by the CEO Designate; who will become the substantive CEO once the Sponsor Body is formally established. 

The role

This is a key leadership role: you will not only direct the sponsor programme function through its early stages but will steer the Sponsor Body through a period of change, preparing it for a change in status and ensuring it can function effectively as a new statutory body.

You’ll have excellent interpersonal skills, working closely with the other significant programmes being delivered by Parliament and managing the relationship with the Shadow Sponsor Board. You’ll engage with senior internal and external stakeholders, ensuring that the vision and direction of the programme is defined and communicated clearly.

Once the Sponsor Body exists in statutory form, you will be the Principal Accounting Officer for a multi-billion pound programme budget, with delegated accountability and responsibility for the Palace of Westminster Restoration and Renewal Programme.

You will lead and manage the R&R Shadow Sponsor Body team, establishing the new team structure and ensuring that the vision and direction of the programme are translated into strategic and operational objectives. You will work closely with the Chair and other Board Members to establish the values of the new organisation, role modelling the principles of equality, diversity and inclusion.

This is a unique opportunity to contribute to the restoration of the Palace of Westminster, renewing the Estate for future generations.
