2. Qualifications, Experience and SkillsQualifications:


Chartered Membership of an appropriate Professional OrganisationMSc Degree in Engineering, Building, Surveying, Architecture, Estate or Facilities Management.Evidence of continuous professional development.Appropriate Chartered registration.Desirable:

MBAPostgraduate education in Estates and Facilities related areasMembership of related professional bodies such as CIBSEIET, CEng, CBIFM, or equivalent technical accreditation / membership.Experience and Skills:

Experience / knowledge of creating and implementing Estate StrategiesAt least 10 years' experience in a Senior Management position with responsibility and accountability for the delivery of Estates and Facilities services and/or Capital deliveryUnderstanding of the dynamics and complexities of a complex engineering environmentAble to demonstrate a strong track record of entrepreneurial leadership and achievement in performance improvement at a board levelExperience of negotiating large service contractsEvidence of successful management of large budgetsExperience of best value and market testing programmesWorking with both Public and Private Sector to deliver quality servicesExperience of working across departments and organisational boundaries and with multiple stakeholders and multi-disciplinary teams.Sound understanding of financial management and processes, in depth knowledge of Contracts and Contract ManagementKnowledge of Capital investment including development and implementation of strategy and business casesExperience in project handover's / Soft LandingsExperience with or good understanding of ISO55001Experience of Building Information Management (BIM)Knowledge of new technologies including utilising the Internet of Things in the FM arenaGood leadership and interpersonal skillsExperience of managing Health, Safety and Environment management systemsProven ability to exercise political judgement whilst working in the public arena on sensitive issuesCommand highly technical skills across a range of specialist services and be able to articulate the consequences of decisions taken to be understood by non-technical decision makers. Core Responsibilities and DutiesThe Head of Estates is responsible for overseeing all elements of Estates Management services to the various customers within the contract. The role is responsible for:

· Providing strong and active leadership on the development of the Estates Strategy to support the continued development and delivery of a range of Full Business Cases for both KBR and client organisations based on the client strategic plan for the base.

· Holding full responsibility and accountability for the development of an integrated Estates department and achievement of the targeted efficiency savings.

· Proposing and managing property acquisitions, disposals, repurposing and effective asset/portfolio utilisation as appropriate, including identifying opportunities for Third Party Income

· Develop and lead a small team of direct reports to ensure competent performance and engagement across the Maintenance and Facilities teams

· Creating annually-reviewed, long-term and lifecycle maintenance plans to promote health and safety, maintain legislative compliance, preserve and enhance the quality of estate assets and meet the needs of staff and service-users

· Working closely with the Head of Engineering to support the delivery of maintenance and facilities services, engaging and involving key stakeholders to ensure minimal disruption to service delivery.

· Overseeing the property condition audits periodically to ensure all services and facilities provided in-house meet professional standards and that any audit findings are addressed in a timely manner.

· Reviewing and update an approved contractor's list ensuring suitable insurance and risk-management arrangements are in place and that approved contractors remain competitive, safe and reliable

· Advising and leading project management capital projects / building works including new developments and alterations

· Forecast, monitor and control annual budgets and expenditure

· Provide leadership on sustainability and environmental policies and procedures

· Report whenever required to the Board and/or Executives on all estates and related matters
