Role: Associate Specialist, Commercial Programme Lead
Location: Andover, Huntingdon, Sutton Coldfield, Glasgow, Bristol, Liverpool, Manchester and other DIO locations by agreement with travel to various locations. Relocation costs will not be reimbursed.
Salary: £65,000 - £95,000 + up to 15% performance-related-pay, GCO pension and GCO terms
The Defence Infrastructure Organisation (DIO) plays a vital role in supporting our Armed Forces by building, maintaining and servicing the infrastructure that the men and women who serve our country need to live, work, train and deploy on operations. DIO is responsible for managing £3.25billion annual investment in to the defence estate in the UK and overseas, and manages an estate valued at circa £35billion.
The Defence Infrastructure Organisation (DIO) Commercial Function is responsible for all aspects of DIO commercial management and contractual commitments for those requirements which DIO has procurement responsibility (hard and soft facilities management, construction projects, PFIs).
A DIO Commercial Programme Lead has the responsibility for leading commercial activity required to deliver specific large-scale, complex, or politically sensitive programmes of work, working alongside Programme Managers, Front Line Command customers, and DIO Commercial colleagues. Programme Commercial Leads will be core members of the Commercial Director's senior leadership team, supporting the DIO and the Commercial Function through a significant business improvement programme.
The post holder is responsible for putting in place and maintaining the commercial and procurement strategy and management and control systems necessary to manage all commercial commitments within their portfolio made by DIO, as well as personally negotiating and awarding the largest of DIO's contracts. They must be confident in all aspects of the procurement lifecycle, including pre-sourcing, sourcing and negotiation, contract management, and supplier management. This is a senior leadership role in a large Defence business that is going through a period of significant change.
Candidates will need to demonstrate a significant and demonstrable experience in the full lifecycle of commercial and procurement activities as well as evidence of leadership and development of commercial teams. Candidate will also be able to demonstrate good evidence of working collaboratively as a member of a larger team, being able to secure confidence of, and to build strong working relationships with colleagues in delivery organisations and in industry.
