Highways England is responsible for the country’s Strategic Road Network, delivering a better service for road users and supporting a growing economy through the operation of the biggest and arguably the single most important piece of infrastructure in the country and core to the development of our national transport system. Over the five years from April 2015 the business has been tasked with delivering £13bn of capital investment, £3.5bn on replacing worn out roads together with needing to make £1.2bn of efficiency savings. The Executive Director Human Resources & OD will report to the Chief Executive and will be a member of the Executive Team responsible for:

  • Leading the HR & OD directorate to provide a high quality, expert service to all areas of the business and supporting the implementation of the Strategic Business plan sustainably and at optimum value.
  • Acting as business partner to the CEO, advising on Executive team composition, capability, development, recruitment and reward to enable the most effective top team for the business.
  • Working with the Chairman and Board members to act as an advisor to the Remuneration Committee on all Senior Reward matters and Nominations Committee on CEO, Executive and non-Executive succession planning.
  • Leading on the creation of a high performing culture for the Company with the CEO and embedding values and behaviours based culture change into all areas.

Degree qualified and CIPD accredited, with substantial post-qualification experience, preferably in operational environments that have a diverse asset base or, high levels of capital investment. Working knowledge of TUPE and broad employment law is important. You will have significant experience of leading the delivery of HR services and of overseeing major transformation programmes. An accomplished track record of business partnering CEO and Executive Directors and advising Board Remuneration committees is required. A strategic thinker in business terms with a strong and proven capability of developing and leading high performing teams along with highly developed persuasive, interpersonal and influencing skills, able to cut through complexity, set clear direction and take others on the journey.
