Position Description

The Senior Advisor for Sovereign Debt Policy will play the lead role in advancing IIF’s efforts to strengthen the framework for sovereign debt markets and monitor key trends in global debt. S/he will lead IIF’s Debt Transparency Initiative with the goal of promoting debt transparency in EM sovereign debt markets. Among other things, this will entail managing the efforts of a member working group to develop a set of voluntary debt transparency principles and advocating on behalf of the industry for their acceptance. In addition, s/he will be responsible for the ongoing monitoring and dissemination of the Principles for Stable Capital Flows and Fair Debt Restructuring. This set of principles incorporates voluntary, market-based, and flexible guidelines for the behavior of sovereign debtors and private creditors with the aim of promoting and maintaining stable capital flows, financial stability and sustainable growth. The Senior Advisor will coordinate the efforts of two related oversight and monitoring bodies—the Group of Trustees and the Principles Consultative Group (PCG), which include senior officials from developed and emerging-market countries, as well as senior bankers and investors. S/he will also lead IIF’s other efforts related to debt policy and research, such as analyzing specific country cases of sovereign debt restructuring and contributing to the development of conferences and seminars on these topics.   

Requirements

Applicants should have extensive directly relevant and senior leadership experience pertaining to sovereign debt policy, and preferably, experience in actual sovereign debt restructuring exercises. Experience may be in the financial services industry, a government debt management office, a multilateral agency, a legal firm, a credit rating agency, or at a related trade association. Also required are: a graduate degree in a related field; an exceptional command of global economic, systemic, and financial issues; organizational skills; fluency in English and excellent oral and written communication skills.
