This specialist role sits in the Projects Team working to identify projects suitable for international investment into property, real estate and infrastructure projects in the whole Midlands Engine region, plus the area covered by the South East Midlands Local Enterprise Partnership. The specialist will then make the connection between projects identified and sources of capital, i.e. international investors. The role will be based in DIT’s Midlands Engine Investment Hub in Birmingham. The post holder will work closely with the Head of the Hub and the Investor Relations Manager for the Midlands Engine.

This is a results-oriented role and the successful candidate will be expected to meet agreed financial targets relating to the value of overseas capital investment coming into the region.

Main Tasks/Outcomes:

The specialist will cooperate and work in partnership with place marketing organisations, local authorities, Local Enterprise Partnerships (LEPs), government agencies and private sector developers and land owners to perform the following key roles:

  • Gather technical information on development projects & carry out formal business appraisal to determine ‘investor-readiness’ of projects
  • Present assessed projects to the moderation panel for review
  • Make recommendations to the Capital Investment (CI) Senior Management Team (SMT) as to which projects are accepted onto the pipeline and how these are prioritised and presented to market
  • Follow the panel’s recommendations post review
  • Act as a point of continuity between local project promoters, and CI SMT, providing regular updates on projects for government, reporting to ensure central government – including the lead Midlands Engine Civil Servant - has a full picture on progressing real estate and infrastructure opportunities and how these relate to local and national policies and priorities
  • Provide support to local project promoters to help make developments investable and understand the support DIT offers. Where appropriate, this will include working with other interested parties in central government
  • Provide development project insight and regular updates to CI’s investor relations team, who work with DIT’s global office network, to stimulate and support investor interest
  • Perform horizon scanning to evidence the wider pipeline project opportunities
  • Identify local stakeholder priority projects, including chairing the MIPIM Cannes Steering Committee to ensure value for money is achieved from DIT’s contribution to the Midlands Pavilion;
  • Implement and refresh as required the Investor Engagement Strategy
  • Host investor visits to the region to showcase projects of interest, in close collaboration with the CI Investor Relations team
  • Use DIT provided data management systems & business processes to deliver the role



  • DIT requires candidates with several years’ experience of working in property & real estate with a strong overview of the construction and development process and what makes a project investable (e.g. planning, ownership, funding, viability, demand, returns)
  • Willing to work flexibly to meet deadlines and to travel significant distances to meet with project promoters, local stakeholders, or visit sites
  • Keen team player with strong collaborative and organised approach to information sharing, enabling investor facing colleagues to articulate the Midlands Engine offer
  • Strong and trusted ambassador for UK Government and builder of successful business networks, including with senior stakeholders
  • Analytical thinker, who, working within the DIT framework, appreciates and articulates the relative invest ability of different developments
  • A good working knowledge of Excel spreadsheets to include development and investment appraisals
  • Enthusiasm for the Midlands Engine initiative


  • Experience of working with the public and the private sectors, or commercial agencies with a real estate and investment focus
  • Specific knowledge of the development sector with experience of the Midlands Engine region being an advantage
  •  A broad understanding or experience of common legal instruments, such as: option agreements; non-disclosure agreements; conveyance contracts; funding proposals and/or term sheets; joint venture, partnering and development agreements etc.
  • Experience of project focused public sector loan and/or grant proposals/documents, such as LEP’s and Homes England for example
  • RICS qualified or similar demonstration of experience
