ASSOCIATE DIRECTOR: PROCUREMENT

Location: Derby

Rate: GBP 500 p.d. (inside IR35)

Start date: ASAP

Contract: 6months+

OVERVIEW:

Our client is looking for an Associate Director to lead in the dynamic specialist NHS England Specialised Commissioning team within Arden & GEM Procurement and Market Management.

KEY ACCOUNTABILITIES:

  • Act as the lead for the NHS England Specialised Commissioning Clinical Procurement and Market Management procurement service, to deliver the required objectives through effective influence and securing commitment from customers
  • Develop the NHS England Specialised Commissioning team to deliver the required projects to time and budget
  • Operate with a high degree of autonomy for financial and operational decision making, providing support to senior members of their team on complex issues, as well as supporting strategic decision making by the customers, to help fundamentally shape long term financial, service strategies and service provision
  • Interpret overall health service policy and initiatives to aid the customer to determine appropriate market intervention strategies
  • Developing and delivering an aligned programme of market analysis, prioritising areas of care and Pathway stages with the customers, that meets the commissioning and improvement priorities of its customers
  • Shaping the knowledge and understanding across the customer and the wider commissioning landscape on market testing and emergency political, legal or regulatory risks
  • Identifying the market intelligence requirements to support NHS England Specialised Commissioning and other stakeholders in developing and implementing systems to store and analyse the information, according to the requirements of each service and the organisation. Undertaking updates on a regular basis
  • To deliver a strategic clinical procurement and market management service for customers, leading on specific projects within a portfolio of projects/programmes that delivers high value, improved patient care and cost efficiency savings
  • Work on collaborative procurement projects across a diverse range of stakeholders, including clinical leads to meet key milestones and performance indicators
  • Overall responsibility for work planning and allocation of resources across the NHS England Specialised Commissioning clinical procurement support team. Ensure all procurement activities operate in full accordance with legal (EU legislation, DH policy) environmental and sustainability requirements

ESSENTIAL KNOWLEDGE, EXPERIENCE & EXPERTISE:

  • Registered full Member of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent experience
  • Project Management (Prince 2 Practitioner)
  • Supply Chain Management Training
  • Highly developed specialist knowledge across the market development, legal and procurement rules perspective and will be expected to act as a source of advice for the organisation and customers alike
  • Worked in a complex collaborative environment influencing stakeholders and decision makers to work at scale
  • Evidence of development and delivery of collaborative work programmes
  • Track record of using market analysis methodology in healthcare
  • Senior management role working within a complex procurement environment dealing with uncertainty and changing demands
  • Demonstrate evidence of developing complex procurements/projects across a diverse range of stakeholders
  • Procurement and sourcing responsibility for delivering savings and other softer benefits
  • Worked within defined category areas of spend
  • Developed procurements that complied with EU laws
  • Carried out cost, price and demand analysis management
  • Carried out market analysis to define specific market interventions
  • Managed supplier relationships
  • Worked with clinical leads to influence specification design
  • Worked with procurement systems and E-solutions
  • Business acumen and the ability to influence and manage commercial opportunities across the continuum of care and multi-organisations within complex networks
  • Detailed understanding of current NHS national strategies, policies and procedures
  • A detailed understanding and implementation of alternative commercial models
  • Knowledge of designing and developing contract terms and conditions
  • Knowledge of contract law and dispute resolution processes
  • Knowledge of public sector procurement, EU law and national implementation (contracting regulations)
  • Detailed understanding of market assessments and influencing the reasons for market failure
  • Detailed knowledge of defining strategic outcomes
  • Detailed knowledge of procurement processes and policies
  • Detailed knowledge of specification design and development
  • Customer relationship management
  • Product and equipment evaluation techniques
  • Understanding of supply chain networks
  • Knowledge of working in and managing a category management function
