Interim Higher Education Programme and Secondary Benefits Specialist

Summary

Are you able to drive the realisation of opportunities for UK companies by leveraging new skills reform and higher education partnerships with developing countries? Do you have ODA experience and understanding?

The Education team at this Government Trade Body is offering a unique and exciting opportunity to be part of a key initiative to increase the number of companies and organisations working in donor funded programmes. The appointment will be for one year with a possible extension dependent upon results. The successful candidate will lead work across government to proactively identify opportunities for UK technical and vocational education and higher education suppliers. Working with a growing network of staff in Africa, South-East Asia and Latin America, the main outputs from the role would be novel and innovative activities and campaigns to increase the number of UK institutions and organisations engaged in and making the most of the market reforms of our partners. Extensive international travel, and excellent cross-cultural working and networking skills, will be required.

The Team

The role of the Education team in this Body is to support the UK Education and Skills sectors in identifying business opportunities internationally and working with the sectors to help UK providers win that business. The team (as UKTI Education) has existed since 2013 and is focussed on a number of key geographical markets around the world, although we are always seeking out opportunities for UK education providers globally. We are comprised of three geographic teams, supported by sub-sector specialists who each have a global portfolio. You will work closely with the existing TVET and Higher Education Specialists in the team. We work closely with colleagues across Whitehall including DfE, DfID, FCO, BEIS and also with the British Council and sector representatives and institutions.

The Role

We are seeking a senior specialist with strong business acumen and knowledge of donor funded programmes, to plan, direct and deliver campaigns to win business overseas. The role is full-time (although there could be flexibility for the right candidate) and London-based.

The candidate will require:

  • A solid understanding of the strengths of the UK’s skills and higher education sectors.
  • A detailed knowledge of how education is delivered through overseas development assistance programmes.
  • Experience in working with officials and ministers in the UK and overseas
  • Extensive experience in designing and managing campaigns to win business overseas or international partnerships in the areas of skills and higher education
  • Excellent analytical, project management and planning skills with an ability to develop programmes involving multiple stakeholders
  • Excellent communication skills with an ability to act as an ambassador for UK skills and higher education around the world
  • Ability to be resilient, maintain a positive attitude in the face of resistance, persist in delivering results
  • Willingness to travel nationally and internationally on a frequent basis

The Person

An in-depth knowledge of the UK Skills or Higher Education offer is crucial, as is knowledge of the ways education can be delivered through Official Development Assistance. Commercial and international experience is essential. The person will have an excellent set of sector contacts and be a team player; all elements of the role require significant interaction with others. The specialist should be passionate about skills, and fully motivated to grow the UK’s skills and higher education global penetration, creating opportunities for the whole education sector. Any relevant experience in high profile related HE / skills sectors (e.g. Oil & Gas, Hospitality/Tourism, Automotive etc.) would be a real bonus. This is an exceptional career development opportunity for a dynamic individual seeking to gain experience of working in a high-profile Government department.
