Reporting to the Programme Manager, this post recognises the critical need for a dedicated function and resource which focuses on managing the ongoing portfolio of IT projects.

Responsibilities include but are not limited to:

  • Support Programme Manager as part of the IT PMO and work collaboratively with other project managers to ensure inter-project dependencies are identified and managed in responding to the needs of users and other justice partners
  • Responsible for the delivery to time, cost and quality of all IT projects in your portfolio and providing accurate reporting and delivery assurance on a regular basis
  • Adhering to and promoting a structured reporting process in line with the Project Control Framework. This includes timely authoring of feasibility, business cases, project initiation documents, quality management, risk management, exception management, benefits realisation closure and lessons learned and other project reporting stages. Ensuring an audit trail is kept of key decisions and change requests
  • Set up and manage the schedule for the Project Board(s) and contribute to the relevant Programme Boards for each project, presenting on any exceptions
  • Work closely with internal stakeholders and with other Justice partners, to negotiate and agree the specification for critical IT projects. You will also ensure on-going user engagement and input as projects and services are rolled-out
  • Identify and record risks and issues that may impact on delivery, flagging concerns early and making recommendations for resolution. Making sure that appropriate mitigating actions are in place or impacting risks and issues are escalated to the Programme Manager
  • Set up and maintain budgets and resource plans for specific projects, identifying and understanding critical paths for each project. Identifying and documenting compelling business cases. Managing budgets and project costs during the full lifecycle of projects, including staff costs in accordance with IT governance
  • Ensure that project resources are monitored and managed effectively within agreed tolerances and that appropriate change control requirements are in place and followed
  • Fulfil a specific role within the unit to ensure compliance with procurement guidance and contract management good practice for all engagement with external suppliers, ensuring that contractual obligations are met
  • Management of all activities being delivered by IT resources assigned to the project and third party vendors contracted to provide services for the project
  • Ensure that data protection and information handling processes are actively promoted in projects and programmes using appropriate security controls
  • Viewed as a credible source of advice for projects and ensure that key skills and competencies are kept up-to-date
  • Provide timely feedback on the performance of all IT resources to their line manager
  • Contribute to the continuous improvement of IT products and services delivered by the unit as well as contributing to ongoing best practices for project Governance including the corporate Project Control Framework managed by the Portfolio Office


  • Proven track record of delivering a portfolio of IT projects to time, cost and quality
  • Evidence of reporting and delivery assurance throughout a project (preparation of highlight reports, project plans and RAID logs for project and programme boards)
  • Experience of change management, supplier management, procurement and contract management best practice skills
  • Strong stakeholder management and vendor management skill
  • Experienced with Microsoft Project
  • Evidence of setting up and maintaining budgets and resource plans
  • Qualified PRINCE2 (practitioner) or another project management methodology
