Gavi, the Vaccine Alliance, is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together developing country and donor governments, the World Health Organization, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of nearly 640 million children and the prevention of more than 9 million future deaths. 

Background 
The Resource Mobilisation and Private Sector Partnerships department supports the Alliance by ensuring sustainable donor financing and enhanced resource innovation. This includes (i) securing donor pledges and deepening relationships with existing donors while helping to elevate Gavi and immunisation on global agendas, (ii) diversifying Gavi’s financing base to include new and emerging donors, development institutions, regional banks, and the private sector, (iii) bringing to bear the innovation and resources of the private sector through new and expanded partnerships, innovative financing, and other initiatives; and (iv) leading key fundraising and reporting exercises. With a five year cycle, Gavi is in the midst of its strategic period preparing for a mid-term review in 2018 and a replenishment by the end of the cycle. 
Following a successful replenishment in 2015, Gavi has experienced a solid broadening of the donor base with a critical mass of donors and a wave of new donors from the Middle East (UAE, Saudi Arabia, Oman and Qatar) and Asia (China, India, Japan South Korea). At the same time, a new approach with the private sector has been spearheaded to leverage additional financing, as well as bringing in much needed investments, innovation and expertise to help modernise the immunisation systems in Gavi supported countries. Over the last decade developing countries from across the three regions contributed significantly to global economic growth. The private sector in particular has played a key role in the economic development of Asia, Africa and the Middle East, by supporting their countries to achieve sustainable economic growth. Therefore, these regions represent a growing market for Gavi in terms of innovation, financial and operational resources from both the public and private sector. According to a study conducted by global development platform Devex, emerging donors could contribute close to 20 percent of total foreign aid by 2020, up from an estimated 7-10 percent in 2012. All of these present an opportunity for Gavi to take a forward-looking and comprehensive approach to proactively engage emerging economies through innovative partnership models. 
In order to shape an appropriate RMPSP strategy for these growth markets and to consolidate expertise in ensuring fast learning curve and best practice acquisition, an innovation and new investors hub has just been established and operates as an one stop shop. The hub leads and implements a comprehensive strategic approach straddling public and private sector to leverage blended finance, specific operational expertise and innovation mechanisms needed to accelerate efficiency and bring in scalable innovation. The hub’s primary objective is to make a step change and broaden Gavi support base in growth markets in terms of financing, investments and innovation. The hub is organised in two teams: an innovation team and a new investors team led by two Heads. 

Key Functions and Deliverables:

  • Develop appropriate instruments to cater to this market to raise resources and attract innovation in support of Gavi’s mandate; 
  • Shape a comprehensive innovation strategy and build an innovation ecosystem based on public-private sector engagement to surface breakthrough solutions to transform vaccine delivery;
  • Leadership, overall management and development of the team;
  • Provide organisation-wide leadership, guidance and co-ordination in envisioning, developing and implementing new investors strategies to mobilise core resources as well as funding for specific initiatives; 
  • Engage with new investors across regions to harness capital and skills; ensure systematic analysis of funding trends, develop funding targets and forecast income projections to ensure effective resource mobilisation, notably development of appropriate instruments and key alliances and partnerships with senior Governments representatives, senior corporate executives and influential business platforms; 
  • Build an innovation ecosystem that supports breakthrough solutions and transform vaccine delivery;
  • Support the MD, RMPSPIF by providing senior-level strategic business development and leadership.

Main Duties and Responsibilities:

Lead the Team 

  • Provide a leadership role in the RMPSP team; 
  • Lead and empower a team of public and private resource mobilisation professionals, managing and supporting donors relationships and generating new business in growth markets;  
  • Lead and provide strategic advice to new initiatives including INFUSE platform that help drive transformative change at scale through business partnerships and innovations; 
  • Provide on-boarding and on-going support, coaching and mentoring to team members; lead and coordinate the team’s work; and cultivate a productive, collaborative working environment within RMPSPIF. 

Shape and monitor innovative new investors strategy straddling the public and private sector 

  • Develop and implement comprehensive new investors and market-specific approaches to engage key stakeholders – governments, foundations, the corporate sector, development banks and agencies, research institutions, civil society and other key influencers – with the aim of building visibility and support for Gavi and broadening financial support; 
  • Sustain public and private donor diversification with a range of traditional and innovative instruments adapted to the new investors; 
  • Anticipate funding trends and develop and structure new financing instruments adapted to evolving public and private donor needs; 
  • Lead on key strategic resource mobilisation projects and replenishment and fundraising events.

Strengthen donor portfolio management and grow & maintain critical relationships in growth markets 

  • Lead the development of best-practices of donor portfolio management; develop appropriate metrics and processes to ensure efficiency in resource mobilisation; 
  • Represent Gavi in corporate outreach and government relationship building; engage with growth market donors, civil society leaders and key influencers at senior political and executive levels; 
  • Pitch and negotiate complex funding agreements; 
  • Engage with Gavi Board members from donor countries, particularly in view of Board and Committee meetings; Support the CEO, Deputy CEO and MD, RMPSPIF with relationship management with Board and Committees donor representatives and constituencies. 

Shape innovation agenda and partnerships 

  • Develop an innovation ecosystem to invest and harvest innovative solutions that can transform vaccine delivery; 
  • Drive and develop new selected innovative initiatives including but not limited to enhanced partnerships with select business platforms, new mechanisms targeting the innovation sector; 
  • Lead Gavi INFUSE aimed at scaling-up proven private sector innovations in immunisation delivery;
  • Support the building of a community of innovators.

Provide strategic advice and support to Gavi’s senior leadership 

  • Provide executive advice and support to top management (MD, RMPSPIF/DCEO/CEO) to help design and manage replenishment efforts and public and private resource mobilisation strategies; 
  • As a member of the New Business Committee, provide guidance on, and clearance of, new innovative private sector partnerships; 
  • Serve as a member of the Executive Team; 
  • Deputise for and second the MD, RMPSPIF in managing key relationships and initiatives.

Foster effective partnerships 

  • Contribute to, and lead in some cases, the development of corporate policies and positions on issues relevant to donor relations and resource mobilisation; 
  • Liaise with the Board, Secretariat, and partners on public and private resource mobilisation issues; 
  • Facilitate effective partnerships and cross-secretariat initiatives aimed at implementing selected pillars of the resource mobilisation strategy including innovative finance and private sector schemes, country co-financing, and vaccine market shaping; 
  • Liaise with senior members of the World Bank, regional and bilateral development agencies, WHO, UNICEF, take part in relevant initiatives, and serve as a senior Gavi representative in international forums on funding and private sector issues.

Qualifications 
Academic: 

  • Advanced level university degree in public or business administration, finance or other relevant fields. 

Work experience: 

  • Solid significant and progressively responsible professional work experience with solid combined experience in sovereign fundraising and private sector partnerships in the region; demonstrated ability to innovate within multilateral development system strongly preferred; 
  • Extensive background identifying and articulating strategic issues, trade-offs and priorities; 
  • Solid credibility in fundraising, business development including client relations, and political advocacy in the region of interest; 
  • Familiarity with political and technical governmental decision-making processes in the region; 
  • Understanding of both public and private sector perspectives; 
  • Experience in managing teams and consultants and large scale, high profile projects.
