Hays Construction & Property is excited to be working in partnership with Harlow Council who have an exciting opportunity for a Planning and Building Control Manager to join their Planning team. This is a pivotal role where you will play a leading role in driving the future plans for Harlow to ensure they continue to grow and progress.

Harlow Council is at the forefront of a significant growth agenda in the heart of the London Stansted Cambridge Corridor. As a key member of the Harlow & Gilston Garden Town partnership, Harlow Council is driving forward an ambitious vision to not only grow the town, but to effect a transformation not seen since the birth of the New Town. The next Local Plan period will see the delivery of 16,000 homes across the Garden Town area along with large scale economic growth. The town’s successful Enterprise Zone continues to grow, and the next five years will see the delivery of Public Health England’s world class £400m National Science Hub here.

The Planning and Building Control Manager will have strong development management experience with strategic understanding to be able to play a leading role in these developments to create a new Harlow. You will be an experienced manager who can build effective relationships with people and drive forward transformation and development.

This is a key role in the regeneration and sustainable development of the town and the Council are looking for a dynamic leader with the vision to help them deliver their ambitious plans. You will be responsible for the effective leadership, management and organisation of the planning, building control and covenant functions. You will also participate in the strategic and corporate development of the Council and contribute to the management and leadership of the Council, working closely with the Head of Service, Senior Management Board and Councillors.

The ideal candidate will be a full Member of the Royal Town and Planning Institute, you will have a thorough understanding of public sector planning and building control issues, strong leadership abilities and change management skills. You will also need significant experience in the Development Management service environment and the management of teams in Development Management and dealing with large budgets In return Harlow Council are offering an attractive remuneration package including generous annual leave, professional fees and career average revalued (CARE) pension scheme.
