This post, alongside a CFO, will lead a small team who will work across a number of organisations to support and enable the delivery of this exciting, once-in-a-lifetime transformation.

This is a nationally important set of projects and programmes that need a steady hand to ensure successful delivery in a complicated and politically visible environment.

My client is a membership association who are leading on a series of programmes that have government departments, publicly visible ALBs and other related organisations as key partners.

Description

The Head of Strategic Portfolio Management is going to be a complicated and challenging position to succeed in. With >£100m budget, multiple workstreams and a variety of constituent organisation involved, the role will be unique, tough and require a committed and flexible approach to working hours as well as an adaptable nature. It will, however, be an incredible piece of work to be involved in and the team are great fun and highly motivated.

Located in central London, the position will be office based.

  • Work with the CFO to lead and manage the day-to-day running of the portfolio of programmes and projects as well as ensure benefits are realised.
  • Improve project delivery using best practice and contributing to the Home Office's Centre of Excellence for project delivery.
  • Regularly report on progress to achieve agreed objectives, outcomes, key performance metrics and programme management approach for the entire set of project and programme work being conducted under the auspices of the Portfolio/Transformation Board.
  • Working with colleagues from 3 main organisations, develop and implement robust processes to provide the necessary assurance that the work is co-ordinated, benefits, risks and dependencies are identified, managed and mitigated and that work is being delivered to agreed timescales and budget.
  • Maintain and promote an understanding of the constituent organisations and their aims as necessary to ensure that the work associated with the management of the portfolio is conducted within this broader context, in particular to maintain an ongoing understanding of transformational work being conducted across the sector.
  • Capture and collate information about the delivery of the portfolio to enable effective communication with the internal and external stakeholders, while also ensuring that work remains aligned to the vision
  • Make use of information collected by the Home Office quarterly reporting linked to the award of grants to articulate and ensure return on investment and benefits realisation.
  • Where necessary, initiate additional activities and/or management interventions where gaps in the reform programme are identified or issues arise.

Profile

Based in London, the head of Strategic Portfolio Management will be able to quickly step in to the position and rise to the challenging and complex requirements of the role.

  • Programme/portfolio management qualification with a strong project management background, including in IT, accompanied by successful portfolio management experience with the ability to demonstrate effective benefits realisation.
  • Strong leadership, matrix management skills with experience of working with professional input and teams across organisational boundaries.
  • Ability to work positively and in a collegiate fashion with the full range of individuals and groups involved in the police reform programme.
  • Good knowledge of budgeting and resource allocation procedures, including government approach to grants and funding.
  • Ability to find innovative ways of solving or pre-empting problems.
  • Credibility within the programme environment and the ability to influence others.
  • Ability to work in a political environment, understanding and respecting individual and collective views of different political groups.
  • Excellent written and organisation skills with a 'hands-on' approach to work.
  • Knowledge of the policing landscape and recent developments in policing is desirable, but not essential.
  • Understand the principles of good governance and experience of working in a member-led organisation / political environment.

Job Offer

The package on offer for this Head of Strategic Portfolio Management is Fixed Term for c.12 months and will pay between £90,000-£95,000 with a great benefits package, as is normal for positions in this sector.
