Background

The National Lottery was launched in 1994 to raise funds to support good causes across the UK through its ticket sales as well as offering life changing prizes to players. It is operated under licence by the Gambling Commission. Currently the National Lottery can be played either in store or online.

The Gambling Commission is the UK’s independent, statutory body responsible for awarding licences to run the National Lottery. The commission is also tasked with regulating the lottery to ensure safe and fair play. The current UK lottery licence is due to expire in 2023.

The UK National Lottery is the world’s fourth largest lottery, with a contract value worth up to £100 billion during the course of its operating licence. In fact, the Department for Culture, Media and Sport (DCMS) has named the fourth National Lottery licence competition as a key government project in recognition of the significant, untapped potential for growth within the operation.

The Role

As the Executive Director for the 4th National Lottery licence competition, you will be at the helm of a project that will improve the lives of millions of people. You will have overall responsibility for licensing a national asset that not only offers life changing prizes to players, but also provides billions of pounds in funding to causes that touch many aspects of public life; from sports facilities, to arts development, heritage and community projects.

Your role will be to lead and shape the framework for the next licence. Building on the essential preparations already put in place, you will head the programme from planning stages, through to the analysis of bids before eventually negotiating a licence with the preferred bidder.

The individual

The successful candidate will be a dynamic and communicative leader, capable of winning trust, and will bring;

  • Proven senior leadership ability, ideally with some public sector experience, with the ability to work alongside the CEO and other Executive Directors.
  • Experience of overseeing complex, multi-stakeholder project and programme management or bid processes – can evidence high profile, large scale, successful projects including financial expertise in managing business cases
  • Experience of governance best-practice – business cases, programme board, independent reviews, risks and assurance that oversight of a major programme of this nature brings
  • Exceptional stakeholder manager.  Fronts the bid process internally with key government departments and externally with critical 3rd advisors.
